About The Position

The NYC Department of Environmental Protection (DEP) is responsible for providing high-quality drinking water, managing wastewater and stormwater, and reducing pollution. The Bureau of Environmental Planning and Analysis (BEPA) within DEP oversees the Municipal Separate Storm Sewer System (MS4) planning and implementation, including permitting and enforcement for construction and post-construction programs. The Stormwater Permitting Section specifically implements Chapter 19.1 of the NYC Rules and the construction/post-construction requirements of the MS4 permit. With updated MS4 Permit requirements, the City has lowered the soil disturbance threshold for projects requiring review and approval to 20,000 square feet and will enforce these rules in the combined sewer service area to reduce combined sewer overflows, leading to an expected increase in applications. This role is for a Deputy Director within the Stormwater Permitting Section.

Requirements

  • A valid New York State Professional Engineer License
  • Four years of full-time experience in environmental engineering.
  • A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of the full-time experience in environmental engineering.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Level II or III eligibility).

Responsibilities

  • Performs mathematical calculations.
  • Works with minimal supervision supervising intern and assistant level civil engineers and project managers and associate project managers.
  • Provides direction and engineering oversight for review of stormwater pollution prevention plans.
  • Coordinates and oversees field inspection staff for implementation and enforcement of stormwater pollution prevention plans.
  • Checks and oversees the checking of as-built plans submitted by applicants to show conformance with rules.
  • Participates in field survey operations by acting as instrument person, rodman, chainman or, when necessary, as chief of party on routine surveys to determine if stormwater management practices are constructed in accordance with approved plans.
  • Inspects premises, witnesses soil testing and the construction, demolition or alteration of structures for compliance with the provisions of law, rule, or regulation.
  • Reviews maps, plans, drawings, and specifications for the construction, demolition or alteration of structures in connection with the issuance of pertinent New York City Stormwater Construction Permit and Stormwater Maintenance Permit and compliance with the provision of law, rule, or regulation.
  • Prepares associated reports and correspondence and maintains records; performs related work.
