Requirements

  • Bachelor's Degree in Environmental Engineering or Science which includes Engineering Technology, Physical Chemistry, Biological Sciences and advanced mathematics or related field.
  • Must have valid driver’s license issued by the state of residency.

Nice To Haves

  • 1 year of Air Regulatory experience preferred (for ECS 1)
  • 3 years of experience in the environmental field which indicates an advanced knowledge of federal and state air pollution regulations, inspection techniques, enforcement procedures, and a basic knowledge of manufacturing processes (for ECS 2)
  • For internal candidates to qualify for promotion from ECS 1 to ECS 2: 18 months experience as an ECS 1 and completion of an internal training program approved by the section manager.

Responsibilities

  • Review routine Permit to Install and Permit to Operate Applications for compliance with Federal, State, and local Air Pollution Control regulations.
  • Perform routine facility inspections to ensure compliance with Permit Terms and Conditions, document violations, find unpermitted sources, and ensure the proper functioning of air pollution control equipment.
  • Review industrial source reporting requirements, Continuous Emission/Opacity Monitoring data, federal reference method stack test, and Emission Inventory date for compliance with permit terms and conditions.
  • Investigates citizen complaints regarding air pollution concerns.
  • Answer general and technical questions from the public, consultants, and the regulated community regarding air regulatory concerns and issues.
  • Represent the agency at Public Hearings and deliver presentations to agency stakeholder groups.
  • Provides advanced technical assistance to facility representatives (and general public) seeking compliance with the regulatory requirements.
  • Provides technical guidance to lower level Environmental Compliance Specialists regarding handling of specific problems, interpretation of regulations.
