The City of Waco is seeking an experienced and proactive Environmental Compliance Manager to ensure our operations align with all applicable environmental laws and internal standards. The Environmental Compliance Manager provides strategic leadership and oversight for the City of Waco's environmental programs within the Infrastructure Services Department. This position manages regulatory compliance efforts related to industrial pretreatment, stormwater (MS4), and environmental laboratory operations to ensure the protection of public health and the environment, as well as adherence to applicable local, state, and federal regulations. This position supervises the Pretreatment Compliance Supervisor, Stormwater Compliance Supervisor, Utilities Laboratory Supervisor, and assigned compliance support staff, including a Program Specialist responsible for centralized compliance reporting and data management. This role also provides oversight of the City's cross-connection control and backflow prevention program. The position ensures consistent implementation of monitoring, inspection, permitting, enforcement, and reporting activities across all programs. This role serves as the primary point of contact for regulatory agencies, oversees program audits and renewals, and ensures all environmental programs operate with consistency, defensibility, and technical excellence.
