About The Position

RETTEW is seeking an experienced environmental professional to serve as Environmental Compliance Manager for an ongoing, large-scale highway construction project in western Pennsylvania. The position is part of the Natural Sciences team within the Environmental and Geotechnology practice and reports to the project field office in the Pittsburgh area. The Environmental Compliance Manager leads environmental compliance during construction, oversees field inspections, manages permit obligations and project documentation, and coordinates with regulatory agencies and construction partners. The role works to resolve environmental issues before they affect safety, compliance, schedule, or project delivery. It offers the opportunity to apply environmental requirements in active construction conditions and coordinate practical solutions among contractors, inspectors, engineers, and regulators. The position is based primarily at a project field office and requires frequent site visits to active highway construction work areas. Work may take place outdoors in varying weather, around construction equipment and traffic, and on uneven terrain. It is safety-sensitive because it involves company-vehicle operation and field work in active construction and utility environments. Required pre-employment screenings and continued compliance with RETTEW safety policies are conditions of employment.

Requirements

  • Bachelor's degree in Environmental Science, Biology, Natural Resources, or a related field.
  • Significant professional experience in environmental compliance, permitting, and construction inspection for highway, transportation, or comparable linear infrastructure projects.
  • Working knowledge of erosion and sediment control, post-construction stormwater management, and water obstruction and encroachment permitting.
  • Working knowledge of Pennsylvania Chapter 102 and Chapter 105 requirements.
  • Experience coordinating with regulatory agencies such as PA DEP, county conservation districts, the US Environmental Protection Agency, and the US Army Corps of Engineers.
  • Ability to interpret permits, approved plans, specifications, and regulatory requirements and translate them into clear field direction.
  • Strong documentation, organization, communication, and problem-solving skills.
  • Ability to lead inspection staff and coordinate effectively with contractors, regulators, engineers, clients, and construction-management personnel.
  • Valid driver's license and ability to operate company vehicles and travel to project work areas.
  • Ability to work primarily from a project field office and perform frequent site visits in active highway construction environments, including walking over uneven terrain and wearing required personal protective equipment.

Nice To Haves

  • Experience serving as an environmental compliance lead or manager on a major transportation-construction project.
  • Experience supervising personnel conducting environmental construction inspections.
  • Knowledge of hazardous and residual waste management and associated documentation.
  • Familiarity with NEPA and federal environmental review requirements.
  • Experience managing environmental complaints, incidents, permit deviations, or agency enforcement concerns.
  • Relevant professional certification or specialized training in environmental compliance, stormwater, erosion and sediment control, wetlands, or construction inspection.

Responsibilities

  • Lead environmental compliance activities for a large, multi-year highway construction project.
  • Oversee and conduct construction inspections to verify compliance with permits, environmental commitments, approved plans, project specifications, and applicable regulations.
  • Supervise and coordinate environmental inspection staff, provide technical direction, and promote consistent documentation, escalation, and follow-through.
  • Monitor erosion and sediment control, post-construction stormwater management, wetlands and waterways, waste management, and other environmental requirements affected by construction activities.
  • Manage environmental permits through construction, including permit conditions, modifications, renewals, closeout, and terminations.
  • Maintain inspection records, permit files, compliance logs, corrective-action tracking, photographs, correspondence, and other project documentation.
  • Coordinate routine and issue-driven inspections with PA DEP, county conservation districts, the US Environmental Protection Agency, the US Army Corps of Engineers, and other applicable agencies.
  • Identify permitting or compliance implications related to design changes, construction means and methods, sequencing, and changing field conditions.
  • Support compliance with Pennsylvania Chapter 102 and Chapter 105 requirements and applicable federal environmental regulations.
  • Communicate findings promptly, work with contractors and the construction-management team to define corrective actions, and verify satisfactory completion.
  • Respond professionally to environmental complaints, incidents, noncompliance concerns, and agency inquiries, coordinating escalation and documentation as needed.
  • Participate in project meetings and provide environmental-compliance updates to project leadership, inspectors, engineers, contractors, and clients.
