About The Position

The Entitlements Specialist Coordinator takes direction from supervisory/management staff to process, maintain, and complete various entitlement-related tasks. This role involves managing client case records, maintaining monthly entitlement account records, staying updated on entitlement benefits, collaborating with internal departments, developing external agency contacts, providing counseling to residents and staff, and attending training sessions. The position requires the ability to prioritize tasks, manage workload effectively, and ensure the timely and accurate processing of client benefits and agency revenue.

Requirements

  • Bachelor’s degree (B.A.) plus 2 years’ experience in social/human services (providing services to individuals with psychiatric disabilities a plus), entitlement or related area of service, OR Associate degree plus 4 years of above experience, OR High School diploma/G.E.D. plus 6 years of above experience.

  • Ability to analyze Finance reports.
  • Ability to maintain ongoing contacts with other ICL Departments, programs’ staff, clinical managers and doctors.
  • Ability to access, develop, and maintain collateral agency contacts and relationships.
  • Ability to communicate effectively, both orally and in writing, with a wide range of collateral agencies.
  • Ability to effectively communicate with the highest level of collateral staffs.
  • Ability to collect and process all medical documentation and forms for Hearings.

Responsibilities

  • Maintain Entitlement client case records accurately and in a timely manner, including filing correspondence and documents.
  • Maintain written records of all interactions with residents, entitlement systems, and inter/intra-agency contacts.
  • Utilize case records as analytical tools for problem-solving, information access, and reporting.
  • Archive hardcopy files in compliance with records retention policies.
  • Maintain and develop additional ICL Entitlement forms and procedures.
  • Maintain accurate and up-to-date monthly Entitlements programs’ Benefits Amounts spreadsheets, recording all incoming entitlement funds.
  • Utilize account records for oversight to ensure ongoing receipt of client eligible entitlement funds and monitor fund flow.
  • Maintain accurate and up-to-date Direct Deposit records for SSA eligible consumers, including processing paperwork for opening and closing Direct Deposit.
  • Scan copies of prior month entitlement checks into the Entitlements folder.
  • Maintain and update knowledge of the latest developments in entitlement benefits, utilizing resources such as The Public Benefits Research Center (PBRC) Manual, PDR, POMS, HRA Policy Directives, and ACCESS HRA.
  • Prepare presentations for consumers and clinical staff on entitlement benefits.
  • Maintain the electronic data system and use e-mail service daily.
  • Maintain daily interdepartmental relationships with various ICL departments.
  • Read and understand regularly issued ICL reports and integrate the information into case management activities.
  • Analyze Finance reports, research individual consumer information, and determine further actions.
  • Maintain ongoing contact with other ICL Departments, programs’ staff, clinical managers, and doctors.
  • Access, develop, and maintain collateral agency contacts and relationships to process entitlement information and maximize benefits.
  • Utilize collateral agency contacts for additional entitlement knowledge and to enhance advocacy skills.
  • Communicate effectively, orally and in writing, with collateral agencies to initiate, maximize, and continue resident benefits and services.
  • Effectively communicate with high-level collateral staff to ensure timely and efficient processing of client benefits cases.
  • Serve as a client advocate in front of SSA court and at PA, Medicaid, and SNAP Fair Hearings.
  • Collect and process all medical documentation and forms for consumer Hearings.
  • Maintain and develop additional ICL Entitlement forms and procedures for collateral contact tasks.
  • Maintain scheduled Entitlement counseling meetings for outreach and advisement to residents and staff.
  • Provide individualized benefits advisement services, including data collection, analysis, and recommendations.
  • Communicate effectively and sensitively with residents and staff, being attuned to varying abilities to process complex entitlement information.
  • Maintain and develop additional ICL Entitlement forms and procedures for counseling and reporting tasks.
  • Actively participate in supervisory processes and take direction regarding daily tasks.
  • Enhance and expand entitlement knowledge and skills through trainings.
  • Attend various benefits training sessions, understand changing entitlement operation procedures, and relay information to coworkers.
  • Prioritize a range of tasks to organize a paperwork and case management triage system that does not jeopardize resident benefits or agency revenue.
