About The Position

ECS is seeking an Enterprise and Solutions Architect to support the Cybersecurity and Infrastructure Security Agency’s (CISA) Technical Engineering and Support Services (TESS) program, specifically the CIRCIA program. The role is based in a hybrid setting at ECS’s Arlington, Virginia office. The architect will document current-state architecture, data flows, and operational workflows and define future-state enterprise and solution architectures aligned with CIRCIA requirements and CISA OCIO technology strategies. The work will inform how platforms and tools—including ServiceNow, Databricks, SIEM, SOAR, EDR, and other security technologies—integrate to support CIRCIA operations and national-scale cyber incident data collection, analysis, and response. The role also covers data engineering, automation, and emerging technologies such as AI, consistent with agency policy. In collaboration with OCIO stakeholders, the architect will develop roadmaps and design artifacts, define integration strategies and reusable patterns for internal and external interfaces, and create high-level and detailed designs, integration architecture, API specifications, architectural decision records, technical standards, and design guardrails. The role requires deep enterprise and solution architecture expertise and the ability to communicate technical decisions to engineering teams and executive stakeholders.

Requirements

  • U.S. citizenship and ability to obtain and maintain Public Trust Suitability.
  • Bachelor’s degree in computer science, Information Systems, or a related field, or equivalent professional experience.
  • At least 8 years of experience in enterprise or solutions architecture, ideally within a government or regulated environment.
  • Experience documenting current- and future-state architectures, data flows, and integration patterns.
  • Strong analytical and communication skills, including experience presenting architecture decisions to technical and non-technical stakeholders.

Responsibilities

  • Document current-state architecture and recommend future-state architecture aligned with enterprise technology strategy and business capabilities.
  • Develop and maintain architecture documentation covering program platforms, tools, and integrations.
  • Define integration strategies and reusable architecture patterns for internal and external systems.
  • Represent architecture in relevant governance and review forums, partnering with program management and other stakeholders.
  • Evaluate technology options and recommend solutions based on cost, scalability, interoperability, and operational impact.
  • Identify architectural risks, dependencies, and improvement opportunities, and advise the team on their implications.
  • Document data flows and operational workflows and develop architecture roadmaps and design artifacts with OCIO stakeholders.
  • Develop architecture for CIRCIA operations leveraging ServiceNow, Databricks, SIEM, SOAR, EDR, security tool integrations, data engineering, automation, and policy-consistent emerging technologies such as AI.
  • Produce high-level and detailed designs, integration architecture, API specifications, architectural decision records, technical standards, and design guardrails.
