About The Position

Join the South Carolina Department of Administration as an Enterprise Project Manager - Advanced and drive the successful execution of complex, multi-stakeholder IT initiatives. This is a high-impact, strategic role ideal for experienced project managers with robust business analysis expertise. You’ll lead major technology projects from inception through completion, ensuring clear communication, disciplined execution, and delivery of business value. Initial onsite work transitions to a flexible hybrid schedule, with opportunities for continued contract extensions and professional growth.

Requirements

  • Minimum 7 years project management experience leading high-complexity initiatives
  • Demonstrated expertise in business analysis and process redesign
  • At least 5 years managing IT, regulatory, compliance, or enterprise projects
  • Bachelor’s degree

  • Experience managing multiple concurrent work efforts
  • Advanced schedule management and resource planning
  • Ability to map and re-engineer business processes
  • Familiarity with Integrated Master Schedule
  • PowerBI and dashboard/reporting skills
  • PMP, PMI-ACP, or equivalent certification

Responsibilities

  • Lead end-to-end delivery of large-scale IT projects, managing scope, schedule, budget, quality, risk, and resource allocation
  • Develop and maintain detailed project plans, RAID logs, status reports, and dashboards for transparency and accountability
  • Orchestrate cross-functional teams, including internal IT staff, vendors, SMEs, and agency partners
  • Facilitate requirements gathering, work sessions, and documentation to ensure alignment and clarity
  • Identify, document, and mitigate risks and issues to maintain project momentum and quality
  • Oversee procurement activities, including RFPs, SOWs, and vendor management, aligning with state standards
  • Ensure strict compliance with agency policies, security mandates, records management, and governance frameworks
  • Lead structured business analysis: requirements elicitation, process mapping, data analysis, and solution design
  • Drive change management initiatives, user adoption, UAT coordination, and post-launch support
  • Produce comprehensive documentation: project charters, requirements/user stories, process diagrams, schedules, communication plans, and more
