About The Position

This position serves as the program administrator for provisioning and deprovisioning user access to the enterprise student information system (PeopleSoft Campus Solutions, aka GET) and third-party systems used by the Registrar’s Office. The primary duty is to ensure compliance with regulations governing access to GET, determining methods and procedures to achieve compliance with Federal, California, CSU, and campus data security requirements. In addition to security program administration, the incumbent is responsible for department-wide administrative specialties including financial analysis, planning, and fund management; in-depth budget analysis; human resources; facilities planning and administration; contract administration; and event planning and coordination.

Requirements

  • Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Working knowledge of the principles, problems, and methods of operational and fiscal management.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
  • Ability to take initiative and analyze data and make accurate projections using business mathematics and statistical techniques.
  • Expertise in investigating and analyzing problems with broad administrative impact and implications.
  • Skill in research and evaluation of policies and practices.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the Registrar's Office.
  • Ability to effectively present ideas and concepts in written or presentation format.
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations.
  • Demonstrated interest and/or ability in working in a multicultural/multiethnic environment.
  • Must reside in the State of California.
  • Must complete a background check (including a criminal records check) satisfactorily.
  • Must comply with the California Child Abuse and Neglect Reporting Act as a mandated reporter.

Nice To Haves

  • Previous experience in a higher education environment, including knowledge of academic and enrollment systems.
  • Experience with financial and budget analysis and preparation of human resources documentation.

Responsibilities

  • Serve as the program administrator for the provisioning and deprovisioning of user access to the enterprise student information system (PeopleSoft Campus Solutions, aka GET) and third-party systems.
  • Ensure compliance with applicable regulations and requirements governing access to GET.
  • Determine methods and procedures to achieve compliance with Federal, California, CSU, and campus data security requirements.
  • Review user access requests and identify an acceptable user profile based on established templates.
  • Develop or reconfigure user templates, roles, and permission lists in response to changing user needs and software enhancements.
  • Troubleshoot, analyze, and resolve user access issues in coordination with the ITS Help Desk.
  • Complete the CSU Access Control Policy annual Access Review in cooperation with the campus Information Security Officer.
  • Develop program administration related queries and reports.
  • Monitor daily and weekly audit reports used to identify potential security risks.
  • Develop and maintain process guides for all job duties.
  • Advise management on improvements to security-related policies and procedures.
  • Perform financial analysis, planning, and fund management, including creating requisitions, processing invoices and receipts, Pro-Card reconciliation, and handling travel requests and reimbursements.
  • Conduct in-depth budget analysis, including monthly budget reconciliation, facilitating account transfers, and monitoring general fund and multiple trust account balances.
  • Manage human resources tasks such as submitting personnel requisitions and employee transaction forms, coordinating searches, onboarding new-hires, processing separations, and posting payable time.
  • Handle facilities planning and administration, including tracking space and equipment usage, coordinating changes with facilities and furniture vendors, reporting maintenance issues, and submitting key requests.
  • Oversee contract administration to ensure annual vendor contracts are processed in a timely manner.
  • Plan and coordinate events, including completing arrangements for department events and assisting with military-connected gatherings.
