About The Position

The Enrollment Financial Manager provides division-level financial and operational support for the Enrollment Division. This position is responsible for monitoring and analyzing financial operations, supporting budget development and ongoing fiscal management, and ensuring the consistent implementation of business processes across Enrollment departments. This role supports the execution of financial strategy by maintaining budget integrity, standardizing reporting, and providing accurate and timely financial data to inform leadership decision-making. Primary responsibilities include the oversight of revenue and expenditure activity, preparation of budget projections and variance analyses, and operational alignment with established priorities and available resources. The manager exercises independent judgement in interpreting financial data, monitoring operational performance, and identifying potential risks or inefficiencies, while escalating complex issues and recommendations to the Senior Manager as appropriate. A thorough knowledge of University policies, is necessary to conduct the assigned work. Work is performed under moderate direction and performance is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

Requirements

  • Bachelor’s degree in business, finance, accounting, public administration, or a related field.
  • Minimum of three (3) years professional experience in business operations, accounting, or related field.
  • Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.
  • All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations, and TWU Policies & Procedures.
  • Knowledge of financial operations, budgeting, and cost control practices.
  • Ability to understand, analyze, and report on operating and accounting practices.
  • Knowledge and skills in use of logistical planning.
  • Knowledge of data collection and research and reporting methods, techniques, and procedures.
  • Ability to implement processes and maintain consistent operational workflows.
  • Ability to coordinate work with other employees, providing direct instruction or supervision as assigned.
  • Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.
  • Ability to establish and maintain effective work relationships with students, faculty, staff, and the public.
  • Ability to read, interpret, apply, and explain rules, regulations, policies and procedures.
  • Ability to represent the departments and the University in a friendly, courteous, and professional manner.
  • Ability to communicate effectively orally in person, by phone, and in writing.
  • Ability to use a personal computer and other office equipment, including related university software and email.

Responsibilities

  • Manages the day-to-day financial operations across departments within the Enrollment Division, including support for the preparation and maintenance of departmental and division budgets, budget tracking and monitoring, and account reconciliation.
  • Develops, implements, and maintains standardized financial systems, processes, and reporting tools to support accurate recordkeeping and data analysis.
  • Identifies and communicates potential budget risks, overages, or variances, and supports corrective action efforts in coordination with leadership.
  • Maintains ongoing tracking and reconciliation of institutional scholarship funds and provides regular reporting on fund utilization and balances.
  • Supports department financial and operational needs through the coordination and execution of targeted assignments of a specialized nature, including transaction processing, purchase orders, reconciliation activities, as aligned with division priorities.
  • Develops and maintains a centralized inventory system for Enrollment assets and materials, ensuring consistent tracking, availability, and utilization of resources.
  • Advises and communicates to departmental personnel of current TWU procurement procedures, State of Texas policies and procedures, and related procurement matters.
  • Assists in the development and interpretation of policy and procedure for business related functions.
  • Performs specialized functions or work of a complex and demanding nature, requiring independent judgment and attention to detail.
  • Performs other duties as requested.
