The English Learner Program Teacher (ELPT) is a teacher-leader who supports school leadership in administering the English Learner (EL) program, leads professional development for teachers on English Language Development (ELD) and instruction for English Learners, and engages EL parents in their children’s education. District-managed schools with 20 or more ELs receive supplemental ELPT positions of 0.5–2.0 FTE, depending on EL enrollment, and the ELPT must be staffed in that position. At least 50% of the ELPT position must be dedicated to coordination duties separate from teaching; in schools with 250 or more ELs, the entire position must be dedicated to coordination. The ELPT is not solely responsible for providing EL services to students in classes without a certified Bilingual and/or English as a Second Language teacher, except in schools with 19 or fewer ELs. In schools with 1–19 ELs, teachers may accept or reject the principal’s assignment of the ELPT role, which is compensated with a stipend. If no one accepts, the principal assigns the role to a qualified administrator or, when that is not possible, a qualified teacher. ELPTs participate in quarterly training from the Office of Language and Cultural Education (OLCE), including professional development sessions and tools for high-quality instruction for English Learners. They provide professional development during the school day to preK–12 teachers who teach ELs at their school.
