About The Position

The Multilingual (ELD) & Highly Capable Specialist / TOSA is responsible for designing, implementing, and overseeing specialized instructional programs that meet the unique needs of both English Language Development (ELD) students and Highly Capable (HiCap) learners. This role combines direct student instruction, program coordination, and professional development/coaching for district staff to ensure compliant, inclusive, and high-quality educational environments.

Requirements

  • OSPI/WA State Teaching Certificate
  • Deep understanding of the unique academic, social-emotional, and cultural needs of both multilingual and highly capable students and their families.
  • Demonstrated ability to assess student needs, make sound instructional judgments, implement effective classroom management for varied group sizes, and integrate relevant technology across curricular areas.
  • Exceptional oral and written communication skills.
  • Proven flexibility and adaptability in varied working conditions, school settings, and instructional environments.
  • Strong ability to establish and maintain mutually respectful, supportive, and effective working relationships with students, staff, administrators, families, and stakeholders across diverse socioeconomic, cultural, ethnic, and ability backgrounds.
  • Bachelor’s degree in job related area
  • WA/OSPI Teaching Certificate with a relevant endorsement(s)
  • Must possess, be actively working toward, or be willing to obtain a Washington State English Language Learner (ELL) or Bilingual Education endorsement.
  • WSP/FBI Background Clearance

Responsibilities

  • Coordinate the intake, identification, and assessment of eligible ELD and Highly Capable students to comply with state and federal guidelines; includes administering state-approved eligibility tests and leading the district multi-disciplinary selection committee.
  • Maintain accurate, complete, and confidential student records to document student progress, growth, and program performance in compliance with district and state regulations.
  • Coordinate and integrate ELD and Highly Capable programs with general education and other special programs to ensure successful, inclusive learning models.
  • Plan, develop, and implement effective lesson plans, small-group interventions, and individualized learning plans (K-12) tailored to student needs, focusing on both English language acquisition and higher-level critical thinking skills.
  • Provide and utilize a variety of advanced, challenging, and relevant learning materials, resources, and technologies suited to diverse student learning levels and styles.
  • Establish and maintain a safe, positive, and supportive learning environment with clear classroom procedures, routines, and expectations.
  • Develop, provide, and present training, seminars, workshops, and coaching for certified and classified staff (including teachers and paraeducators) on effective instructional strategies for ELD and Highly Capable students.
  • Provide instructional parameters, direction, and feedback to assigned non-certificated personnel and paraeducators based on student assessments.
  • Work as an active, effective member of grade-level, course, and staff committees to evaluate data, share supervision responsibilities, and continuously improve student learning outcomes.
  • Meet and communicate regularly with parents and guardians to support student progress, build positive relationships, and maintain ongoing, open dialogue.
  • Encourage and provide the structure for meaningful, ongoing involvement of diverse families and community members in the program and school environment.
  • Use appropriate and relevant technology to provide access to curriculum and learning support for students of all learning levels.
  • Participate in staff meetings and professional growth activities as deemed necessary by the District and/or building principal.
  • Perform related tasks consistent with the scope and responsibility of the position.
