About The Position

The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for Engineering Unit Supervisor in its Engineering and Planning Section. The Engineering Unit Supervisor leads, manages, and oversees the engineering activities that support the planning, design, and delivery of major transit capital projects. This position performs advanced professional and supervisory engineering work in the design, review, and implementation of transit infrastructure, including Bus Rapid Transit (BRT), Light Rail Transit (LRT), Commuter Rail Transit, and major transit facilities such as intermodal terminals, park and ride structures, and vehicle storage and maintenance facilities. A primary responsibility of this position is to develop, maintain, and update the engineering standards, design criteria, and guidelines governing all major transit infrastructure projects. The Engineering Unit Supervisor ensures that transit capital projects meet safety, operational, regulatory, and quality standards, and that designs remain consistent across multiple modes and facilities. The position reports to the Assistant General Manager of Engineering and Planning in the Capital Delivery and Infrastructure Maintenance Division of the Broward County Transportation Department, develops program objectives, oversees consultant and staff work, and reports major activities and risks to executive-level leadership. General Description Performs advanced professional and supervisory engineering work in the design and review of a wide variety of engineering and environmental projects. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in Civil Engineering or closely related field.
  • Requires six (6) years progressively responsible experience in professional engineering work related to transit or transportation or closely related experience, including two (2) years supervisory experience.
  • Possess and maintain Professional Engineer License in State of Florida for duration of assignment.

  • Project Management Professional (PMP) Certification
  • Certification in Design, Engineering, or Construction
  • Three (3) or more years experience in developing or maintaining design criteria manuals, technical standards, or engineering guidelines for transit or transportation infrastructure
  • Three (3) or more years direct experience with planning, design, or construction of transit or transportation projects, including horizontal and/or vertical projects
  • Six (6) or more years experience with ADA Accessibility Requirements and/or Crime Prevention Through Environmental Design (CPTED) principles
  • Three (3) or more years experience managing multidisciplinary engineering teams and consultant contracts
  • Three (3) or more years experience managing environmental reviews, permitting, and coordination requirements for capital projects
  • Three (3) or more years experience in site development, civil, structural, systems, drainage, or architectural engineering
  • Proficiency with engineering software such as AutoCAD, MicroStation, AutoTURN, or related modeling tools

Responsibilities

  • Leads the development, implementation, and periodic update of transit engineering design criteria, standard specifications, and technical requirements for BRT, LRT, commuter rail, stations, terminals, parking facilities, and maintenance buildings.
  • Leads the development, implementation and periodic update of engineering policies and procedures to optimize work, ensuring adherence to quality and efficiency goals.
  • Supervises and directs the engineering unit responsible for transit capital project development, including planning, environmental review, preliminary engineering, and final design coordination.
  • Oversees engineering and design activities, including preparation and review of plans, technical reports, cost estimates, specifications, value engineering reports, and constructability analyses to ensure compliance with approved transit engineering design criteria and applicable federal, state, and local regulations.
  • Directs and reviews the work of BCT staff and professional consultants preparing engineering, environmental, feasibility, and alternatives analysis documents.
  • Ensures design consistency and technical quality across multiple projects and modes by applying established design criteria and best practices.
  • Supervises engineering staff conducting design reviews, field inspections, technical investigations, and construction coordination for transit capital improvements.
  • Coordinates with internal departments, external agencies, railroads, utilities, MPOs, community stakeholders, and regional partners on project development and implementation.
  • Leads long-range capital planning engineering tasks, prepares reports, and presents findings to management, governing boards, and the public.
  • Oversees and maintains engineering records, databases, standard drawings, and other technical resources.
  • Utilizes and guides implementation of engineering technologies and tools, including CAD platforms, modeling tools, and design software.
  • Supports environmental documentation and permitting requirements, including National Environmental Policy Act (NEPA) study, Project Development and Environmental (PD&E) study, Project Environmental Impact Report (PEIR), local environmental review, and coordination with regulatory agencies.
  • Oversees preparation and review of right-of-way concepts, acquisition requirements, and construction plans for transit corridors and facilities.
  • Signs and seals engineering plans, drawings, reports, and technical documents as required by state law.
  • Manages daily engineering workflows, performance evaluations, recruitment initiatives, and staff development to maintain workforce skill.
  • Performs related duties as assigned.
