  • Bachelor’s degree in engineering or related field.
  • Minimum of 5 years of professional experience in engineering or construction, with demonstrated expertise in facility condition assessments or building inspections.

  • Prior inspection experience on military facilities; familiarity with the DoD BUILDER SMS system

Responsibilities

  • Independently conduct inspections of military family housing facilities on Okinawa, Japan—including Kadena Air Base, Camp Foster, Camp Courtney, Camp Kinser, and other sites.
  • Provide technical expertise in assessing facility conditions, ensuring compliance with applicable standards, and generating actionable recommendations that inform safe occupancy and long-term infrastructure planning.
  • Assess structural conditions, including concrete spalling or cracking in residential dwellings, to determine whether facilities are safe for occupancy.
  • Generate detailed reports summarizing facility condition data to inform decisions on maintenance, renovation, or continued use.
  • Ensure all inspections and recommendations comply with applicable codes, standards, and regulations including International Residential Code (IRC), Nation Fire Protection Association (NFPA) standards, Occupations Safety and Health Administration (OSHA) regulations, USAF Civil Engineering Policies and Standards, Environmental Protection Agency (EPA) Guidelines, Japanese Environmental Governing Standards (JEGS), American Concrete Institute (ACI), and Japanese Industrial Standards (JIS).
  • Provide clear and actionable recommendations for corrective actions to address identified deficiencies.
  • Contribute to refining inspection practices and procedures to enhance consistency, efficiency, and accuracy across projects.
