About The Position

This position is accountable for the supervision of all field activities involved in construction of one highly complex project or multiple related projects in a highway district. This position is also responsible for supervising the layout, inspection, and documentation of all projects assigned and for ensuring compliance with the contract plans, specifications, and special provisions.

Requirements

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience.
  • Requires a valid driver’s license.
  • Requires frequent districtwide and statewide travel with overnight stays.
  • Requires overtime.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities

  • Ensures construction projects are built according to contract plans, specifications, special provisions, and department policies.
  • Ensures adequate engineering supervision and inspection is provided on assigned construction projects.
  • Provides engineering solutions to design problems and unique conditions involving new construction techniques.
  • Coordinates multi-job construction projects so that they adhere to schedules.
  • Resolves complaints from private citizens and local governmental agencies regarding project inconveniences.
  • Ensures proper traffic controls are utilized by contractors to assure maximum safety for the traveling public.
  • Ensures accurate inspection and documentation are completed to facilitate timely acceptance of the assigned construction projects.
  • Performs and ensures that staff performs duties in accordance with the departmental safety rules, practices, and programs.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
