About The Position

The Engineering Technician III performs advanced technical work supporting the planning, design, construction, inspection, and maintenance of municipal infrastructure, including streets, drainage, water, wastewater, and related systems. This position independently performs complex field and office assignments; coordinates assigned projects and technical activities and serves as a senior technical resource to engineering staff and lower-level technicians. The Engineering Technician III works closely with engineers, consultants, contractors, utilities, and other City departments to resolve technical and field issues and ensure projects are completed in accordance with approved plans, City standards, specifications, schedules, and applicable regulatory requirements.

Requirements

  • Associate degree in Civil Engineering Technology, Construction Management, Surveying, Drafting, or a closely related field.
  • Four (4) years of progressively responsible experience in engineering technology, construction inspection, surveying, infrastructure maintenance, or a related field.
  • Experience reading and interpreting engineering plans, specifications, and construction documents.
  • Experience using CAD, GIS, GPS, or related engineering technology.
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Possession of a valid driver’s license.

  • Bachelor’s degree in Civil Engineering Technology, Construction Management, or a related field.
  • Experience with municipal streets, stormwater, water, or wastewater infrastructure.
  • Relevant certifications in construction inspection, surveying, utility locating, traffic control, or related technical disciplines.

Responsibilities

  • Prepare, modify, and review engineering drawings, plans, specifications, maps, and technical documents for streets, stormwater, water, wastewater, and other municipal infrastructure using CAD, GIS, and related engineering software.
  • Provide technical support for the planning and design of capital improvement projects, including calculations, field investigations, data collection, constructability reviews, quantity estimates, and review of plans and submittals.
  • Perform advanced construction inspections for public infrastructure projects to verify compliance with approved plans, specifications, City standards, permits, and applicable safety requirements; document deficiencies and coordinate corrective actions.
  • Perform or assist with topographic, boundary, construction, and utility surveys; collect GPS and field data; establish and verify elevations; and document existing and as-built infrastructure conditions.
  • Locate, verify, and map underground utilities and service connections; coordinate with contractors, utility providers, and City departments to resolve conflicts, protect infrastructure, and minimize service disruptions.
  • Inspect and evaluate the condition of streets, drainage systems, water and wastewater infrastructure, and related assets; identify deficiencies and support development of maintenance, rehabilitation, and replacement priorities.
  • Compile, analyze, and interpret engineering and infrastructure data, including elevations, flows, capacities, materials, and asset conditions; perform technical calculations and basic hydrologic and hydraulic analyses as assigned.
  • Review development plans, utility plans, construction documents, and permit applications for compliance with City codes, engineering standards, specifications, and applicable regulatory requirements.
  • Support project management and construction administration activities, including review of submittals, change orders, quantities, pay applications, schedules, and project documentation; participate in pre-construction and progress meetings.
  • Maintain accurate engineering and infrastructure records, including plans, inspection reports, field notes, utility maps, as-built information, and project documentation; update GIS and asset management systems as appropriate.
  • Coordinate with residents, developers, contractors, consultants, utilities, and City departments to provide technical information, resolve field and construction conflicts, and communicate project requirements and impacts.
  • Provide technical guidance, training, and mentorship to lower-level Engineering Technicians; review work products for accuracy, completeness, and compliance with established standards and procedures.
  • Apply and enforce City safety requirements, work-zone traffic control standards, construction safety practices, and applicable policies while performing field activities.
  • Exercise independent judgment in resolving technical and field issues within established engineering standards and procedures; elevate complex engineering or policy decisions to the appropriate professional engineer or supervisor.
