About The Position

This position involves performing moderately complex engineering work in the area of construction and maintenance. The role requires assisting a civil engineer or higher-ranking engineering technician in supervising subordinate staff. The incumbent will be responsible for overseeing and performing inspections, documenting materials and workmanship, making estimates of work accomplished, submitting detailed reports, and ensuring contractor compliance with plans and specifications. The position may also involve assisting in materials testing, surveying, preparing contract documents, and managing construction records.

Requirements

  • Working knowledge of, and ability to apply, basic principles of civil engineering applicable to construction and maintenance.
  • Working knowledge in the use of current computer software, such as Microsoft Office.
  • Working knowledge of basic materials, elements, or products commonly used in construction and maintenance.
  • Working knowledge of, and ability to apply, basic principles of systems of measurement applicable to construction and maintenance.
  • Working knowledge of field equipment, instruments, techniques, and procedures applicable to construction and maintenance.
  • Working knowledge of procedures, rules, guidelines, and standards used in construction and maintenance.
  • Ability to read and interpret technical specifications and engineering plans, maps, and drawings.
  • Ability to supervise the work of engineering technicians and others engaged in construction or maintenance.
  • Graduation from a community college or technical institute, or completion of two years of study in an accredited college including courses in mathematics, construction management, computer-aided drafting, civil engineering technology, and/or structural drafting.
  • At least three (3) years of employment as an engineering technician in a public agency or private industry with responsible experience in construction and maintenance.
  • Valid motor vehicle operator’s license.
  • Physically fit to perform assigned duties.

  • Assists an engineer, or an engineering technician of a higher classification, in planning and constructing of roadways, water systems, building and related structures.
  • Assists in the conduct of surveys and in the preparation of surveys and in the preparation of topographical maps and wetlands project evaluations.
  • Provides technical computer support and performs record keeping tasks within the state’s road and bridge construction program.
  • Renders assistance in the resolution of general record keeping problems as they relate to individual projects.
  • Provides computer orientation and training to new employees, and update existing employees on revisions and/or the implementation of new procedures and practices.
  • Monitors problems and recommend possible program corrective actions.
  • Is accountable for ensuring that computerized records are maintained consistent with the Procedures of Uniform Record Keeping (PURK).
  • Maintains both electronic and/or paper based daily engineers’ documentation for work performed by contractors.
  • Consolidates vital specific project data and prepare reports thereon related to item ledger sheets, other project worksheets, materials reports, and time sheets for projects.
  • Assists in the preparation of and to enter Reports of Change, contract status, biweekly contractor invoices and progress payment, correspondence updates and other information related to the project.
  • Maintains the approved computerized construction record keeping system throughout all phases of construction activity.
  • Facilitates the final acceptance of the project documentation upon project completion utilizing established practices and procedures.

Responsibilities

  • Oversee and perform inspections of materials and workmanship on construction or highway maintenance assignments.

  • Act as a Construction Resident Engineer on simple to moderately complex construction projects.
  • Assist in supervising subordinate Engineering Technicians engaged in materials testing activities.
  • Take and test samples of materials used in highway or bridge construction.
  • Prepare materials test reports.
  • Assist in reviewing the work of lower-ranking Engineering Technicians at materials plants, construction projects, and the central laboratory.
  • Assist in conducting materials research.
