About The Position

This position involves performing moderately complex engineering work in the area of materials. The role includes assisting a civil engineer or higher-ranked engineering technician in supervising subordinate staff, performing inspections, documenting materials and workmanship, making estimates of work accomplished, submitting reports and final estimates, coordinating materials tests, checking contractor work against plans, evaluating change requests, and potentially acting as a Construction Resident Engineer on simpler projects. Specifically in the Materials specialization, the duties involve assisting in the supervision of subordinate Engineering Technicians engaged in materials testing, taking and testing samples of various construction materials (aggregates, mixes, asphalt, steel), preparing materials test reports, reviewing the work of lower-ranked technicians at plants and labs, and assisting in materials research.

Requirements

  • A working knowledge of, and the ability to apply the basic principles of civil engineering applicable to the area of specialization.
  • A working knowledge in the use of current computer software, such as Microsoft Office.
  • A working knowledge of the basic materials, elements or products commonly used in the area of specialization.
  • A working knowledge of, and the ability to apply the basic principles of the systems of measurement applicable to the area of specialization.
  • A working knowledge of the field equipment, instruments, techniques and procedures applicable to the area of specialization.
  • A working knowledge of the procedures, rules, guidelines and standards used in the area of specialization.
  • The ability to read and interpret technical specifications and engineering plans, maps and drawings.
  • The ability to supervise the work of engineering technicians and others engaged in either design and/or construction or maintenance, or materials testing.
  • Graduation from a community college or technical institute, or completion of two years of study in an accredited college including the successful completion of courses in mathematics, construction management, computer-aided drafting, civil engineering technology, and/or structural drafting.
  • At least three (3) years of employment as an engineering technician in a public agency or in private industry which has provided responsible experience in an area of specialization.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Must possess and maintain a valid motor vehicle operator’s license.
  • Must be physically fit to perform assigned duties as evidenced by a physician’s certificate.

  • At the time of appointment and continually thereafter, employees in the Surveyor-In-Training classification must possess a valid certificate from the R.I. Board of Registration for Land Surveyors.

Responsibilities

  • Oversee and perform inspections and document all materials and workmanship going into the project.
  • Make daily, weekly, and monthly estimates of work accomplished.
  • Submit detailed reports as to progress of work and manner of performance.
  • Submit final estimates for contract items.
  • Assist in and oversee inspections of the workmanship and practices of contractors and/or state crews.
  • Coordinate appropriate materials tests during the construction or maintenance phase of projects.
  • Check the work of contractors or crews against plans and specifications and immediately report findings contrary to such plans and specifications.
  • Study and evaluate requests by contractors for changes in plans during construction.
  • Approve minor changes in plans on projects when authority has been delegated.
  • Assist a superior in the supervision of subordinate engineering technicians’ workmanship, inspections and materials testing activities.
  • Act as a Construction Resident Engineer on simple to moderately complex construction projects.
  • Take and test samples of aggregates, mixes, asphalt, steel and other materials used in highway or bridge construction.
  • Prepare materials test reports.
  • Assist in reviewing the work of Engineering Technicians of lower rank, stationed at materials plants, construction projects and the central laboratory.
