About The Position

The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks an experienced Engineering Technician II to fill a vacancy in our Solid Waste Management Program. In this role the successful candidate will provide hands-on, technical support to monitor, operate and maintain environmental infrastructure at the I-95 and I-66 landfills, with an emphasis on leachate pumping infrastructure, landfill gas management systems and stormwater management facilities. Operate small construction equipment such as skid steer and forklift. Interpret maps and engineering plans. Gathers and analyzes monitoring data, and evaluates equipment performance to inform operation, maintenance, and repairs. Identify requirements and specifications necessary to repair and replace equipment and infrastructure. Maintains files and records to support environmental compliance requirements. Makes simple computations to determine the type and quantities of construction materials and equipment. Researches and evaluates new equipment for potential application at the landfill and maintain supplies. Designs simple structures. Engages in and adhere to Solid Waste Management safe working practices and comply with the DPWES Safety Competencies. Requirements

  • Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, three years of engineering technical support work.
  • A valid driver's license.
  • Class II Waste Management Facilities Operator's License - (Training required within 18 months of hire.)
  • OSHA-Approved Confined Space Training – 16 Hour Course – within 6 months of hire.
  • The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
  • Working in knowledge in the practical application of engineering science and technology to include applying principles, techniques, procedures, and equipment to the design, maintenance, or production of approved plans, permits or construction and maintenance of structures, facilities or equipment.
  • Working knowledge of arithmetic, algebra, geometry, calculus and/or statistic and their applications for project completion and/or problem solving.
  • Working knowledge of applicable county, state and federal laws, codes and regulations.
  • Working knowledge of the methods and equipment used in engineering, construction and inspection.
  • Knowledge of occupational hazards and applicable safety practices.
  • Ability to comprehend and comply to safety practices.
  • Ability to perform duties requiring manual dexterity and mechanical aptitude.

  • Ability to estimate technical and/or resource requirements for development of projects.
  • Ability to review and interpret technical documents such as maps, plans or schematics to plan work.
  • Ability to troubleshoot, diagnose and correct abnormalities and malfunctions in equipment and technical processes.
  • Ability to entering and maintain information utilizing software or adaptive devices.
  • Ability to create graphical representations.
  • Ability to select, utilize and maintain tools and technology, including adaptive tools and new technology to facilitate work or a process.

Nice To Haves

  • At least five years experience in construction, operation and maintenance of this infrastructure or ability to transfer mechanical aptitude.
  • Five years of experience constructing, operating, or maintaining landfill systems.
  • Two years experience maintaining and monitoring gas wells.

Responsibilities

  • Performs full performance engineering technical support work in plan and permit review for compliance and/or industry requirements under general supervision, including the review of a variety of plats, plans, construction drawings/documentation and permits for minimum requirements.
  • Performs full performance engineering technical support work conducting inspections to ensure requirements are met and may recommend contractor payment under general supervision.
  • Performs initial quality control of plans, permits, inspections and worked performed by contractors to ensure requirements are met.
  • Troubleshoots, maintains and assists with the construction of facilities and equipment.
  • Surveys and conducts inventory assessment of facility and equipment assets for replacement, maintenance and repairs.
  • Generates system reports to assist with the evaluation of equipment repairs to assist with the assessment of equipment failure and critical assets.
  • Performs varied and technical work in gathering and analyzing data and formulating reports for implementation in the field.
  • Generates work orders and updates staff the progress of asset repair.
  • Provide status updates of the condition of operating equipment relative to costs, hour of operation and downtime and age.
  • Analyzes inventory and project data to calculate repair and life cycle costs.
  • Researches and evaluates new equipment for potential application.
  • Repairs and maintains equipment to includes cleaning, servicing, and replacing parts.
  • Calculates and reports cost, downtown time of equipment.
  • Develops program quantity and cost estimates.
  • Performs computations to determine the quantity and type of construction and operation equipment and estimates costs.
  • Responds to inquiries and complaints from citizens.
  • Develops recommended solutions for issues.
  • Interprets information to developers, homeowners, and other county agencies.
  • Calculates fees based on proposed project established in the Fairfax County Code.
  • Prepares preliminary engineering work, including check sheets, plats, etc.
  • Interprets and drafts maps and plans.
  • Participates in specification development.
  • Assists in preparing documents required for contract negotiation and reviews negotiated contracts for compliance with all terms.
  • Assists bid openings and executes field inspections.
  • Maintains projects as-built plans and utilities.
  • Maintains files for plans and specifications.
  • Applies plan reading skills to review, interpret and analyze construction drawings in the preparation of contract task orders, documentation, and payment.
  • Designs simple structures.
  • Performs more difficult physical or chemical tests and analysis associated with operations and executes specialized inspections.
  • Constructs surface water management systems associated with daily landfill operation and erosion and sediment control systems.
  • Reviews and interprets engineering drawings, maps, plats and correspondence to identify and validate assets and easements for the agency infrastructure assets.
  • Uses measuring equipment in the field to determine depths, elevations, sizes, material, etc., of the agency assets.
  • Engages in safe working practices and complies with safety programs and guidelines.
  • Reports unsafe working conditions.
  • Complies with safety competencies.
