About The Position

This posting is for an Engineering Technician II position that will serve as the inspector for all contractual operations at the Division 8 Rest Areas and Welcome Centers, including janitorial services, grounds maintenance, and facility maintenance and renovations. This position is located in the Carthage Division 8 Roadside Environmental Unit which is responsible for vegetation management, development and monitoring of contracts, and permitting to the private sector. This unit is also responsible for ensuring all work adheres to the 1973 Sedimentation Pollution Control Act, the NC Department of Agriculture Pesticide Division's regulations, OSHA and all other Federal, State or Local laws and ordinances governing the work involved. Employee will be required to work with the contractors and their staff to ensure proper operation 24 hours/day, 7 days/week, 52 weeks/year which includes night and weekend inspections and emergency closures due to hazardous spills, accidents, snow and ice, etc. General knowledge of plumbing, electrical, and HVAC repairs is preferred. Position will be responsible for record keeping of Rest Area inspection scores and water usage and recycling reports are collected and submitted to Central Roadside Environmental Unit. Position also coordinates Selective Vegetation Removal program with outdoor advertising companies, business owners and contractors. This includes permit and fee processing, policy interpretation and inspection of contracted work. Position is responsible for oversite of stormwater device inspections, maintenance, and repairs, inspection of landscape enhancement projects and plant bed maintenance contracts. Position may assist with shoulder mowing, litter, long arm mowing, tree removal, and trimming contracts. Position may assist with asset inventory collection and maintenance. This position is responsible for ensuring all work performed on NCDOT Right of Way is performed according to standard procedures in a safe manner.

Requirements

  • Must be able to conduct routine inspections for compliance with contract agreements, standards/codes and specifications.
  • Knowledge and understanding of general concepts, practices, and theories used in inspection of various contracts including rest area facility renovation and maintenance, janitorial services, grounds maintenance, and various other maintenance operations.
  • General knowledge of state and/or federal rules and regulations to determine compliance.
  • General knowledge and skill in the use of equipment and software used for inspection.
  • Ability to effectively use verbal and nonverbal skills to express routing or simple technical and/or program concepts and related facts in a clear, concise, organized manner.
  • Must be able to work safely in both indoor and outdoor environments with exposure to extreme temperatures and construction site hazards such as traffic, heights, and uneven terrain.
  • Moderate physical activity including walking, climbing, balancing, kneeling, and standing is required.
  • Must be able to lift 50lbs.
  • Selected applicant will be expected to legally operate a motor vehicle.
  • Safety Toe Shoes Required.
  • Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.

Nice To Haves

  • General knowledge of plumbing, electrical, and HVAC repairs is preferred.
  • Experience conducting independent, moderately complex inspections, with limited supervision.
  • Skill in evaluating and applying engineering judgment to construction plans, contract provisions, and inspection procedures.
  • Experience maintaining neat, legible and accurate records and reports, including computer/iPad data entry.
  • Experience inspecting contracts such as routine mowing, long arm mowing, litter removal, string trimming, roadway sweeping and plant bed maintenance/mulching.
  • Working knowledge of Work Zone Safety and NCDOT Workplace Safety Policy and Procedures.
