About The Position

The Engineering Specialist will perform routine work supporting higher level technical staff by collecting, reviewing, analyzing, verifying, editing, computing, coding, and processing engineering records. This position is a combination of field and office technical support. Other functions include updating information in the Authority’s computerized maintenance management system, entering data into the Authority’s Geographic Information System (GIS), compiling reports, transcribing meeting minutes, creating basic correspondence, assisting with developing procurement documents, logging data in spreadsheets and databases, and the management of small maintenance projects. The Engineering Specialist will also provide 24x7x365 “hands-on” technical support for the Open Access Telecommunications Network and assist Engineering and Telecom staff with network operations, to include troubleshooting and coordinating contracted services at Central Offices and to support new builds or emergency restoration of the telecom network.

Requirements

  • Proficiency with MS Office (Outlook, Word, Excel), database operations and other relevant software.
  • Strong analytical thinking skills with the ability to manage multiple tasks simultaneously.
  • Excellent technical writing and verbal communication skills.
  • Ability to work independently with minimum supervision.
  • Demonstrated experience working with ArcGIS Pro, ArcMap, ArcGIS Enterprise, ArcGIS Online, and custom web-based mapping solutions.
  • Knowledgeable of/familiar with GIS and GPS technologies, and mobile data collection tools such as Field Maps and Survey 123.
  • Proficient in reading and interpreting system design drawings and technical schematics.
  • Ability to work outside in all weather conditions, walk long distances in snow and muddy conditions, climb ladders and slopes to access work sites.
  • Demonstrates strong judgement, critical thinking, and effective decision-making and problem-solving skills.
  • Ability to manage, adjust and prioritize a varied workload based on such factors as work objectives and business needs.
  • Five years of experience in construction, project management, utility maintenance, field inspection, surveying, or GPS data collection.
  • Class D NYS regular operator driver's license.

  • Bachelor’s degree in Engineering, Engineering Technology, Construction Management, Computer Science, Math, GIS, or related field preferred.

Responsibilities

  • Complete desk reviews and performing field locating/marking for dig safely requests for Authority-owned or managed infrastructure.
  • Manage Authority’s National Joint Utilities Notification System (NUNS) to complete desk reviews and schedule contractors to complete necessary work.
  • Complete field construction and customer site inspections on Authority-owned or managed infrastructure.
  • Manage pole application processing and notification to pole owners and attachees.
  • Utilize mobile GPS/GIS technology to gather and record infrastructure location information in the field.
  • Update as-built records in various electronic records management systems.
  • Manage preventative maintenance tasks for Telecom Central Offices.
  • Create work orders and develop Computerized Maintenance Management System reports.
  • Assist in the development and updates to Asset Management Plans.
  • Provide support to Authority staff in the use and application of GIS and GPS technologies during field operations.
  • Maintain and regular updating of GIS infrastructure databases to ensure accuracy and relevance.
  • Manage and respond to on-call duties as assigned, ensuring prompt attention to emergencies, urgent issues, or unexpected situations outside of regular working hours. This includes being available for immediate contact and intervention as needed, coordinating with relevant team members, and documenting all on-call activities and resolutions.
  • Perform related duties to support the overall operations and objectives of the Authority.
