About The Position

This class performs project coordination and highly skilled, project-specific, technical duties in an area of specialty, including project design, review, and evaluation, technical document preparation, cost estimates, and reports, and supervises project personnel. The incumbent will be considered an emergency service worker during emergency conditions and may be called to work in the event of a disaster. This role involves light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Incumbents may be subjected to fumes, dusts, extreme temperatures, intense noises and travel.

Requirements

  • Bachelor's Degree in an engineering or engineering related field
  • A minimum of three years of experience in civil engineering work
  • One year of experience in a project coordination or supervisory role
  • Must possess a valid driver's license from state of residence
  • Knowledge of supervisory principles
  • Knowledge of general surveying practices and procedures
  • Knowledge of engineering principles and practices
  • Knowledge of construction standards and practices
  • Knowledge of applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes
  • Knowledge of budgeting principles
  • Knowledge of project management principles
  • Knowledge of advanced principles and practices in assigned area of responsibility
  • Ability to monitor and evaluate subordinates
  • Ability to manage complex projects
  • Ability to analyze processes and make recommendations for improvement
  • Ability to interpret and apply applicable laws, rules, and regulations
  • Ability to review plans, specifications, technical studies, and reports for completeness and accuracy
  • Ability to conduct research
  • Skills in GIS, CADD, database management, and information technology
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction

  • Ability to prepare a variety of reports and documents, including GIS maps and parcel information
  • Ability to read and interpret plans, blueprints, sketches, maps, and/or other related construction documents

Responsibilities

  • Supervises project personnel by prioritizing and assigning work, assisting with performance evaluations, ensuring staff are trained, ensuring that projects are completed according to policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations
  • Manages engineering and capital improvement projects in assigned area of responsibility by coordinating the activities of Engineers, contractors, and/or other applicable parties, and providing guidance related to project creation, construction, scheduling, manpower, and/or other related issues
  • Reviews and evaluates engineering plans, specifications, GIS maps and reports; prepares reports and/or comments regarding findings; provides input, assistance, and recommendations; ensures compliance with applicable standards and specifications
  • Researches engineering issues, real estate, surveys and environmental issues, records, maps, documents, and/or other supporting documentation in support of project activities
  • Responds to requests for information from the general public, other governmental agencies, internal departments, and/or other interested parties, and, when necessary, communicates issues to other appropriate personnel
  • Oversees the administration of contracts for applicable engineering projects and/or maintenance activities in assigned area of responsibility
  • Performs project inspections to ensure compliance with applicable standards and specifications
  • Prepares for and participates in regular and routine meetings related to assigned projects and/or departmental activities
  • Prepares cost estimates and quantity take-offs for design projects; coordinates cost analyses; requests fund allotments; prepares related financial forms for project processing; reviews and processes invoices, change orders, and/or other related financial management documents
  • Supervises and reviews engineering studies in assigned area of responsibility
  • Assists with budget preparation and administration by preparing cost estimates for budget recommendations and submitting justification for budget items
  • Participates in developing policies and procedures, recommendations, standards, etc. in support of department operations and activities
  • Performs other duties as assigned
