About The Position

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

Requirements

  • Bachelor’s degree from an Accreditation Board for Engineering and Technology (ABET) accredited four (4) year college or university in civil or environmental engineering.
  • Minimum of eight (8) years of engineering experience, including at least three (3) years in a supervisory or leadership role.
  • Experience in utility engineering, design, permitting, and construction management of water, wastewater, or reclaimed water systems.
  • Registered as a Professional Engineer (PE) in Florida or the ability to obtain Florida registration within six (6) months of employment.
  • Possession of a valid driver’s license and ability to secure a valid Florida driver’s license within 30 days of employment.
  • Strong understanding of civil and/or environmental engineering principles as applied to water, wastewater, and reclaimed water systems.
  • Knowledge of utility infrastructure design, permitting, construction, and project management.
  • Familiarity with regulatory requirements from agencies such as the Florida Department of Environmental Protection (FDEP), Environmental Protection Agency (EPA), and local Water Management Districts.
  • Ability to interpret and review complex engineering plans, specifications, and technical reports.
  • Strong leadership and personnel management skills, with the ability to mentor and develop engineering staff.
  • Proficiency in preparing and managing engineering budgets, capital improvement plans, and contracts.
  • Ability to effectively communicate technical information to both technical and non-technical audiences, in both verbal and written forms.
  • Strong problem-solving skills with the ability to make sound engineering decisions based on analysis and evaluation.
  • Proficient in engineering software, project management tools, and Microsoft Office Suite.

Responsibilities

  • Directly supervises a team of Engineers and Capital Projects Managers, providing leadership, technical guidance, and performance oversight.
  • Manages the execution of capital improvement and renewal/replacement projects, ensuring compliance with budget, schedule, quality, and regulatory requirements.
  • Coordinates with the County’s General Engineering Consultant (GEC) and other consultants on engineering design, permitting, and construction efforts.
  • Oversees the preparation of project designs, specifications, permits, plans, schedules, and construction documents for water, wastewater, and reclaimed water projects.
  • Provides engineering oversight for the development of feasibility studies, hydraulic analyses, treatment performance evaluations, and alternative assessments.
  • Assists in the development and administration of the Capital Improvement Program’s annual budget, project budgets, contracts, and progress reports.
  • Ensures compliance with applicable county, state, and federal regulations regarding utility infrastructure projects.
  • Works collaboratively with other county divisions, municipalities, regulatory agencies, and developers to advance utility engineering initiatives.
  • Reviews consultant and contractor invoices for accuracy and compliance before authorization of payments.
  • Oversees the acquisition of easements, right-of-way access, surveys, and related land-use activities for utility projects.
  • Provides technical support, engineering review, and project management expertise to ensure high-quality project outcomes.
  • Assists with emergency response efforts, as required, during utility-related incidents or natural disasters.
