About The Position

The New York City Housing Authority (NYCHA) is the nation's largest public housing authority, dedicated to providing quality, sustainable, inclusive, and safe housing for New Yorkers. The Asset & Capital Management (A&CM) Division oversees a significant capital program, integrating development, modernization, and asset management to deliver comprehensive repairs and position NYCHA's housing portfolio for the future. The Engineering Audit Department operates within this division, conducting independent audits of payment requests and change orders for construction and construction-related work funded by New York City, adhering to NYC Comptroller’s Directive 7.

Requirements

  • Must have permanent civil service status in the title of Associate Project Manager to be considered.
  • Candidates with permanent civil service status in the titles of Construction Project Manager L2 and Architect L1 will also be considered.
  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent and five years of experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in project management work to make up the equivalent of five years of education and experience.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Responsibilities

  • Assist in desk audits to ensure that contractors have fulfilled their contractual obligations and that the City has received appropriate value, under the terms of the contract, for the payments being requested.
  • Perform field visits to physically evaluate the quality and progress of work, including identifying defects in materials/workmanship and hazardous conditions.
  • Verify that contractors are complying with NYS prevailing wage requirements.
  • Evaluate change order(s) for validity and cost reasonableness and to ensure that they are not approved for work previously required by the contract.
  • Verify compliance with New York City Housing Authority (NYCHA) policies and procedures, scopes, and contract terms.
  • Document contractors' progress, costs, and conformance.
  • Schedule and attend meetings with stakeholders to resolve payment and change order related issues.
