About The Position

The New York City Housing Authority (NYCHA) is the nation's largest public housing authority, dedicated to providing quality, sustainable, inclusive, and safe housing for New Yorkers. With an operating budget of $3.3 billion and approximately 10,600 employees, NYCHA manages 326 developments housing over 400,000 residents and operates the country's largest Section 8 program. The Asset & Capital Management (A&CM) Division oversees a $4.5 billion capital program, integrating development, modernization, and asset management to deliver comprehensive repairs through innovative financing, resident partnerships, strategic planning, and cost-effective project delivery. The Division also focuses on future-proofing NYCHA's housing portfolio with innovative materials, construction methods, and technology. The Engineering Audit Department conducts independent audits of payment requests and change orders for New York City funded construction projects, reporting to the Engineering Audit Officer.

Requirements

  • Must have permanent civil service status in the title of Associate Project Manager to be considered.
  • Candidates with permanent civil service status in the titles of Construction Project Manager L2 and Architect L1 will also be considered.
  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • Either: A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; OR A four-year high school diploma or its educational equivalent and five years of experience as described above; OR A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described above to make up the equivalent of five years of education and experience.
  • One year of experience credit will be given for: each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in specified fields; a Master’s degree from an accredited college or university in specified fields; a Juris Doctor degree; or a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.
  • Experience primarily of a design nature is not acceptable.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Responsibilities

  • Assist in desk audits to ensure contractors have fulfilled their contractual obligations and that the City has received appropriate value for payments requested.
  • Perform field visits to physically evaluate the quality and progress of work, identifying defects and hazardous conditions.
  • Verify contractor compliance with NYS prevailing wage requirements.
  • Evaluate change orders for validity and cost reasonableness, ensuring they are not for work already required by the contract.
  • Verify compliance with NYCHA policies and procedures, scopes, and contract terms.
  • Document contractors' progress, costs, and conformance.
  • Schedule and attend meetings with stakeholders to resolve payment and change order related issues.
