About The Position

The State of Connecticut, Department of Energy and Environmental Protection (DEEP), is looking to hire an Engineer Trainee (35 Hour) for the Attainment Planning Group (APG) within the Bureau of Air Management (BAM), located in Hartford, CT. This is a full-time, 35 hour per week, hybrid, Monday-Friday position. The Attainment Planning Group (APG) is responsible for implementing various aspects of the federal Clean Air Act, including the timely development of air quality attainment plans and other State Implementation Plans (SIPs) designed to demonstrate how emission reduction programs will ensure the State of Connecticut attains and maintains federal health-based national ambient air quality standards (NAAQS). They also jointly prepare and disseminate daily air quality forecasts for criteria pollutants based on knowledge of meteorology, atmospheric chemistry and emissions of air pollutants. Additionally, APG analyzes and reviews various air quality modeling outputs and satellite data used to support attainment demonstrations, interstate air pollution transport, air pollution episodes related to ozone and wildfire smoke and support compliance actions. They also analyze air monitoring data sets to support the goals of the Air Bureau. This position receives training under the direction of a supervisor or senior staff for a period of one year. Promotion to Environmental Protection Air Pollution Control Engineer 1 will occur after successful completion of the training program. Career progression within the State of Connecticut includes: Engineer Trainee, Air Pollution Control Engineer 1, Air Pollution Control Engineer 2, Air Pollution Control Engineer 3, and Supervising Air Pollution Control Engineer.

Requirements

• Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.
• Knowledge of basic engineering theories, principles and methods.
• Skill in the use of drafting and calculating instruments.
• Considerable ability to perform mathematical computations, making neat and accurate drawings and preparing minor design and structural details.
• Ability to utilize computer software.

Nice To Haves

• Bachelor’s degree or coursework in engineering, meteorology, mathematics, or the physical sciences.
• Experience with technical writing and coursework in air pollution and air pollution control.
• Academic or professional experience with atmospheric chemistry and meteorology.
• Experience working with photochemical grid models and related outputs.
• Experience using R or Python and Visual Environment for Rich Date Interpretation (VERDI) or Power Business Intelligence (BI) to analyze and present data.
• Experience communicating technical information, both verbally and in writing, to technical and non-technical audiences.
• Experience working independently and in a team environment.
• Experience meeting deadlines while managing competing priorities.

Responsibilities

• Assisting with engineering assessments including performing emission rate verifications, cost effectiveness studies and evaluation of emissions reduction strategies.
• Assisting in reviewing analyses of emission inventories for incorporation into regional photochemical grid modeling.
• Assisting in modeling stationary and/or mobile source emissions for air quality and transportation planning purposes, including developing skills and abilities necessary to run regional photochemical grid models using national inputs and/or Connecticut-specific inputs.
• Assisting in reviewing proposed federal regulations and performing calculations to quantify their effects on air pollution levels in Connecticut.
• Assisting in preparing detailed technical and engineering reports.
• Analyzing monitored air quality data and meteorology to determine interactions and trends.
• Perform basic technical research in matters related to air quality programs.
• Attending training to enhance knowledge of sources of air pollution and air pollution control.
• Assist with analyses of existing state and federal air quality policies, statutes, plans and regulatory programs.
• Assist with daily air quality forecasts are issued daily and develop associated email and press release communications as needed.
• Perform related duties as required.
