About The Position

The Department of Transportation and Infrastructure (DOTI) Transportation Business Unit is seeking a highly motivated and experienced professional in the transportation industry to serve as the Engineer Manager within the Transportation Implementation (TI) team. The TI team is responsible for delivering a diverse and complex set of design and construction projects. Core functions include project and program management, subject matter expertise, third-party coordination, contract oversight, One Build coordination, and more. Projects are delivered through varied procurement strategies and contract methods. The team includes supervisors, project managers, design and construction engineers, specialists, inspectors, and administrative support, supplemented with consultant staff augmentation. The TI team delivers projects from various sources including: Elevate, RISE, and Vibrant bond programs, Denver Moves Bicycles, Vision Zero, Denver Moves Pedestrians, or other planning level efforts. The TI team also partners closely with other City departments, external agencies, designers, contractors, and community stakeholders to implement projects. This position will require someone with experience managing both design and construction project phases. The Engineer Manager provides staff leadership, cross-organizational collaboration, technical guidance, and performance reporting, among many other duties. The Engineer Manager will have direct reports and will support all staff on their team. This role will report to the TI Senior Engineer Manager. In the role of Engineer Manager, you will have the ability to make a direct impact in improving our city by implementing safe and equitable transportation mobility projects and programs that benefit all residents and the traveling public.

Requirements

  • At least five years of supervisory level experience in transportation engineering and a passion for teaching others in a team-building atmosphere
  • Strong, demonstrated leadership skills in mentoring, supervising diverse professionals from interns to PE licensed engineers while providing guidance with professional development
  • Advanced analytical skills to oversee the engineering team to interpret and draw conclusions from a variety of data sources
  • Experience designing, reviewing and preparing bid documents and/or work orders, and/or managing construction projects for transportation infrastructure projects including roadways, bridges, sidewalks, bicycle facilities, intersection geometrics, pavement markings, traffic signs, and traffic signals and traffic operations.
  • Organization and communication skills that builds the team and completes deliverables
  • A comprehensive understanding of federal, state, and City agency policies, standards, and systems.
  • Experience and a comfort level with matrix management.
  • Bachelor's Degree in Engineering or Architecture.
  • Three (3) years of experience at the type and level of functional or operational management, which must have included supervising licensed engineers or architects.
  • Requires a valid Driver's License at the time of application.
  • Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.

Responsibilities

  • Lead a group focused on the delivery of transportation projects, working to ensure projects meet scope, schedule, budget, and quality requirements.
  • Serve as a public face with the transportation community (contractors, consultants, residents, and stakeholders) using effective communication and strong business relationship-building skills.
  • Directly supervise and manage staff performance, including setting goals, monitoring progress, providing ongoing coaching and feedback, conducting formal performance evaluations, recognizing effective performance, and addressing performance issues through corrective action as needed.
  • Manage an effective, responsive, and accountable team and provide professional development opportunities to all staff to successfully innovate and implement best practices to serve the evolving goals of DOTI.
  • Foster collaborative and innovative partnerships with city, regional, state, and federal agencies, community groups, industry organizations, and the non-profit and private sectors to advance transportation initiatives.
  • Oversee design and/or construction schedules, monitor progress, and ensure conformance to schedules, specifications, regulatory requirements, and contractual obligations.
  • Provide on-time deliverables.
  • Serve as a Project Manager In Charge on various projects.
  • Review and provide quality assurance on TI project design and construction procurements.
  • Respond to, investigate, and resolve escalated citizen and stakeholder complaints related to construction activities, project impacts, and service delivery, ensuring concerns are addressed professionally, equitably, and in alignment with City policies.
