About The Position

The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources, with a primary mission to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The organization administers regulatory programs to protect air quality, water quality, and public health, and works to advance an all-of-the-above energy strategy. DEQ also offers technical assistance to various entities and encourages responsible environmental behavior through education programs. This position is responsible for permitting activities related to solid waste management, functioning as a project manager for projects requiring new, amended, or modified permits. Key duties include detailed engineering review of permit applications, preparing permit documents, and coordinating with internal staff and other agencies. The role involves technical review of engineering designs and project specifications to ensure compliance with Federal and State rules and regulations and standard engineering principles for the siting, design, construction, and operation of various solid waste management facilities, including landfills, incinerators, compost facilities, and transfer facilities. The Engineer II will also periodically assist with developing program policy, guidance, and rules, and is expected to perform work independently.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Ensure timely and detailed review of engineering applications, drawings, specifications, and calculations to determine compliance with Federal and State laws, rules, and policies, and good engineering practices.
  • Prepare permit documents for solid waste management facilities based on the review of the submitted information and in consultation with other professionals within the Solid Waste Section such as hydrogeologists and environmental specialists.
  • Provide technical and regulatory assistance to counties and municipalities, private solid waste management firms, consulting engineers, the public, interest groups, organizations, and inter- and intra- agency staff.
  • Assist with developing program policy, guidance, and rules, and with section or branch planning activities
