About The Position

This role involves reviewing, inspecting, and processing new street additions and county bond projects for the State Secondary System. The position is responsible for reviewing, approving, processing, issuing, and inspecting work activities under permit, including private and commercial entrance permits, utility permits, and land use permits. The goal is to ensure compliance with agency standards and specifications and to maintain the safety of the traveling public in areas where permit work is conducted. Additionally, the role provides engineering technical support and assistance to the assigned program area.

Requirements

  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Ability to follow oral and written instructions.
  • Ability to interpret VDOT Road and Bridge standards and specifications, VA Work Area Protection manual, Access Management and Land Use Permit Regulations, and Subdivision Street Requirements.
  • Ability to interpret and apply policies and procedures related to VDOT's program areas.
  • Ability to prepare and maintain records and reports.
  • Ability to provide training and guidance to other technicians.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to read and interpret site plans, road construction plans, property plats, utility plans and sketches.
  • Knowledge of highway construction and roadway maintenance procedures.
  • Knowledge of land use permitting processes and procedures.
  • Skill in the use of computers and job-relevant software programs.
  • Ability to obtain necessary materials certifications needed within the first 12 months of employment.
  • Skill in the use of computers and web-based applications.
  • Valid driver's license.

  • Pre-employment screenings including Fingerprint based Criminal History Background Check, DMV Record Check, Work History Verification, References, Pre-employment physical, and Drug screen.

Nice To Haves

  • A combination of training, experience, or education in Civil Engineering, or related field.
  • Experience in roadway construction and maintenance activities.
  • Experience working with MUTCD, Virginia Work Area Protection Manual, Road Design Manual, VDOT Road and Bridge Standards and Specifications, Access Management Regulations and Land Use Manual.
  • Certifications in - Soils and Aggregate, Asphalt Concrete, Hydraulic Cement Concrete, Pavement Markings, Nuclear Safety and Erosion and Sediment control.

Responsibilities

  • Communicate with VDOT staff and external staff (consultants, localities, etc.) to proactively resolve issues and advise supervisor on critical developments and field observations.
  • Apply advanced principles and practices of engineering technology to assigned program areas, interpreting and applying policies and procedures.
  • Review or inspect field work performed by VDOT staff or contractors to determine compliance with policies, procedures, and standards.
  • Issue and process permit applications for work within VDOT right of way, inspecting permit work for conformity to plans, special provisions, and the land use permit manual.
  • Meet with applicants, review project work zones, and determine bond estimates, providing technical expertise in onsite evaluation of elements such as sight distance, geometry, drainage, grade, sub-grade stabilization, and surface.
  • Communicate with special event coordinators, and review, approve, and communicate lane and road closures, detours, and special use activities.
  • Respond to citizens, elected officials, and local government officials regarding permit inquiries and concerns.
  • Document, enter, and complete required data such as work orders, schedules, or records, and provide technical assistance and training to field staff and contractors.
  • Compile and maintain automated and written reports and project records in accordance with guidelines and policies.
  • Perform final inspection and handle assemblies for acceptance of new subdivision streets into the state system, submitting completed packages to Central Office.
  • Plan and coordinate phase inspections during construction and post-installation inspections.
  • Review, approve, and process abandonments and discontinuances.
  • Review site plans, special use permits, rezoning requests, and land divisions, checking plats for administrative approval and conducting onsite field reviews.
  • Address questions, policies, and procedures related to the assigned program area, providing support to field personnel and guidance related to VDOT policy and standards.
  • Demonstrate knowledge of all project activities and deliverables, managing time to ensure project work is completed efficiently and within established timeframes, and informing supervisor of issues affecting scheduled completion.
