This is a contractual position with limited State of Maryland benefits. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. The Housing and Building Energy Programs (HBEP) is a fast paced, dynamic team committed to serving Maryland households. The division works within the Department to administer a wide range of programs using a variety of funding sources. Our programs offer weatherization, energy efficiency, and health and safety improvement services to single family, multifamily, and commercial buildings in the state. Most of our programs serve limited income Maryland households. We work to continually improve our division of highly experienced and certified staff by bringing in individuals who strengthen and broaden the skillset of our team. We continually cross-train to allow each team member to make significant contributions to our suite of complex programs. GRADE 18 This position offers a salary range of $36.73 - $39.76/hour, with potential for advancement up to $57.92/hour based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $39.76/hour. LOCATION OF POSITION 7800 Harkins Road Lanham, MD 20706 The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Successful candidates must document eligibility to work in the U.S. upon hire.
  • All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.

Responsibilities

  • Coordinate special projects, strengthen operational processes, analyze program data, monitor regulatory and legislative developments, and support the successful implementation of energy initiatives.
  • Serve as a key resource in identifying opportunities for continuous improvement, developing and updating operational procedures and guidance, monitoring program performance, supporting system administration, and helping the division respond effectively to evolving regulatory and program requirements.
  • Work independently and collaboratively with internal teams, other State agencies, vendors, stakeholders, and clients.

Benefits

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
