About The Position

The Energy Marshal will oversee and control high-risk energy activities on a large-scale construction project, ensuring strict compliance with Lockout/Tagout (LOTO) procedures and established electrical safety programs. This role is critical to protecting personnel, equipment, and infrastructure during energized and de-energized work activities. The Energy Marshal will serve as the authority for first-time electrical energizations and pre-energization inspections, coordinating closely with the site lead electrical subcontractor, commissioning agents, and responsible parties. The role requires daily onsite engagement, procedural oversight, and enforcement of NFPA 70E and OSHA standards. This position also supports the development, execution, and auditing of the Project LOTO Plan, ensuring all workers involved in electrical activities are properly qualified, documented, and compliant with project safety requirements.

Requirements

  • Certified Electrical Safety Compliance Professional (CESCP)
  • NFPA 70E certification (Energy Marshal)
  • Demonstrated experience with Lockout/Tagout (LOTO) programs
  • Ability to authorize first-time electrical energizations
  • Experience coordinating with electrical subcontractors and commissioning teams
  • Capability to assign and oversee a competent Deputy Energy Marshal
  • Strong documentation and audit skills related to electrical safety compliance
  • Extensive knowledge of electrical safety standards, including NFPA 70E and OSHA regulations, with hands-on experience managing complex Lockout/Tagout programs in active construction environments.
  • Proven ability to lead energization planning, conduct audits, and ensure workforce qualification and compliance across multiple stakeholders.

Responsibilities

  • Oversee all high-risk energy and electrical activities onsite
  • Enforce compliance with NFPA 70E, OSHA, and project-specific safety policies
  • Review and manage the Project LOTO Plan and associated procedures
  • Confirm and document Qualified Worker certifications
  • Conduct monthly LOTO audits and weekly QA/QC reviews
  • Participate daily in LOTO activities and coordination meetings
  • Review and support Method of Procedure (MOP) execution
  • Lead Pre-Energization Inspections (PEI) and First-Time Energizations (FTE)
  • Coordinate energization activities with commissioning agents and responsible parties
  • Maintain and review daily LOTO logs and documentation
