About The Position

This position is responsible for difficult professional and administrative work in planning, organizing and coordinating energy procurement, financial and operational planning, analysis and budgeting functions for the Infrastructure Department. The work is performed under the general direction and supervision of the Utility Business Manager but considerable leeway is granted for the exercise of independent judgment and initiative. This position will assist in procuring natural gas and power supplies for the City, assist with preparation of Utility Operating and Capital Budgets, participate in Utility Financings, and will perform complex financial analyses for all Infrastructure divisions. This position will support City Economic Development efforts.

Requirements

Graduation from a college or university of recognized standing with a Bachelor's Degree in Business Administration, Finance, Engineering, Computer Science or closely related
Five (5) years of experience in public utility management and financial analysis
Comprehensive knowledge of power and natural gas markets
Comprehensive knowledge of interstate natural gas and power transmission systems
Comprehensive background in financial analysis, cost accounting and budgeting
Thorough knowledge of rate design, billing systems and municipal finance and administration
Strong analytical skills and the ability to make sound economic judgments based upon dynamic market conditions
Ability to utilize personal computers and business software in financial and cost modeling applications
Ability to make quick and sound business decisions under tight operating deadlines
Ability to perform difficult financial analyses and communicate the results in a clear and concise manner
Ability to prioritize multiple difficult professional level duties
Skill in leadership, negotiations, motivation, management, project coordination and supervision
Ability to perform tasks with ingenuity and inventiveness
Ability to perform work with speed, accuracy and attention to detail
Ability to make decisions in accordance with established policies and procedures
Ability to plan, organize, prioritize, motivate, supervise and evaluate the work of others
Ability to establish and maintain effective working relationships with other City Department Heads, Division Heads, supervisory personnel, contractors, developers, engineering consultants and the general public

Nice To Haves

Eight (8) years of experience in natural gas and power supply procurement and financial analysis
Graduate degree in business Administration
Professional certification such as a CPA or PE

Responsibilities

Develops and assists in negotiating power supply, natural gas supply and interstate electric and natural gas transmission arrangements
Forecasts hourly, daily, monthly, annual and multiyear power supply and natural gas supply requirements of the City
Coordinates purchases of City power supply and natural gas supply requirements
Administers natural gas supply/interstate transmission contracts
Forecasts power supply transmission requirements and contracts with PJM/MISO and other interstate power transmission providers
Monitors and analyzes short and long term power and natural gas market trends
Monitors and analyzes short and long term trends in power and natural gas interstate transmission
Confers with Electric Department in planning annual power plant production operation and maintenance schedules
Audits and assists with approval of power supply, natural gas supply and interstate transmission invoices
Assists with Computing and forecasting the City Gas Cost Recovery (GCR) Charge
Assists with Computing and forecasting the City Power Cost Adjustment (PCA) Charge
Assists with development and maintenance of utility short-term and 10-year financial forecasts and analyses
Administers natural gas prepay agreements for the City and AMP Fremont Energy Center
Assists with establishing and monitoring performance-based utilities benchmarking
Assists Infrastructure and Economic Development staff with the retention, expansion and attraction of local business and industry
Performs related work as required
