About The Position

The Energy Control Coordinator is responsible for developing, implementing, and overseeing Metro Transit’s facility energy control / Lockout/Tagout (LOTO) program to ensure the safe maintenance and servicing of machinery and equipment. This position ensures compliance with OSHA 29 CFR 1910.147 and related safety standards, to reduce the risk of hazardous energy release and strengthen the organization’s safety culture through training, inspections, and continuous improvement initiatives. This recruitment will establish a six (6) month Eligibility List for current and future vacancies.

Requirements

A high school diploma/GED with six (6) years of experience in industrial safety, maintenance, or environmental health and safety (EHS) or related field
An associate degree or higher with four (4) years of experience in industrial safety, maintenance, or environmental health and safety (EHS) or related field
A bachelor’s degree or higher with two (2) years of experience in industrial safety, maintenance, or environmental health and safety (EHS) or related field
In-depth understanding of OSHA 29 CFR 1910.147 (Control of Hazardous Energy) and related safety regulations
Knowledge of mechanical, electrical, hydraulic, pneumatic, and thermal energy systems
Knowledge of industrial maintenance processes, safety inspections, and hazard analysis methodologies
Knowledge of Council safety policies, industrial codes, and risk management practices
Knowledge of emergency response and Continuity of Operations (COOP) procedures
Knowledge of energy isolation schematics, blueprints, and technical drawings
Knowledge of Continuity of Operations (COOP) and emergency energy restoration protocols
Skills in developing and documenting machine-specific Energy Control Procedures (ECPs)
Skills in conducting training and safety presentations for maintenance and operations staff
Skills in conducting audits, inspections, and compliance assessments
Skills in Microsoft Office Suite and safety management systems to track training and inspection records
Skills in analyzing safety data to identify trends and recommend corrective actions
Skills in communicating complex technical requirements to non-technical audiences (craft, operations)
Skills in facilitating incident debriefs and safety meetings with multi-disciplinary teams
Skills in developing visual aids and tagging systems for energy isolation points
Ability to work independently to interpret and apply safety regulations to varied equipment types and work environments
Ability to prioritize and manage multiple programs, audits, and projects simultaneously with limited supervision
Ability to establish and maintain productive working relationships with staff, contractors, and regulators
Ability to interpret schematics and energy flow diagrams to develop accurate ECPs
Ability to identify and control potential energy sources during maintenance or emergency operations
Ability to communicate effectively in verbal and written formats to influence safe behavior and policy adherence
Ability to exercise sound judgment and decisiveness under pressure in field or emergency situations
Ability to adapt and respond to changing equipment, technology, and regulatory requirements

Nice To Haves

Responsibilities

Develop, implement, and maintain the facility’s LOTO program to ensure safe isolation of hazardous energy sources and compliance with OSHA 29 CFR 1910.147
Develop, maintain, and update procedures and documentation
Ensure all energy isolation points are properly identified, labeled, and documented within facility systems
Coordinate periodic inspections and annual audits to verify compliance and program effectiveness.
Ensure lockout devices, tags, and materials are maintained at appropriate levels and in working condition.
Oversees documentation, audits, and program improvements to support operational safety
Provide LOTO training, maintain compliance documentation, and partner with supervisors to ensure consistent enforcement and understanding of energy control procedures among all employees.
Provides technical guidance and direct field support for maintenance and operations activities involving hazardous energy control, ensuring safe isolation, verification, and re-energization procedures are followed:
Assist maintenance and operations teams in developing and verifying safe lockout plans for new or modified equipment.
Provide on-site supervision or verification during complex or high-risk lockout procedures.
Collaborate with engineering, capital project, and vendor teams to incorporate LOTO requirements into design and installation.
Investigate and report LOTO-related incidents or near misses, recommending corrective actions.
Coordinate safe re-energization and return-to-service verification following maintenance or emergency shutdowns.
Provide technical consultation to Facilities, EHS, and Safety staff on energy isolation challenges.
Monitor regulatory updates and performance metrics to drive continuous improvement in LOTO policies, procedures, and training effectiveness, enhancing overall workplace safety and compliance culture.
Analyzes audit and incident data to identify trends and propose procedural improvements
Participate in safety meetings, hazard analyses, and risk assessments to promote safety culture
Develop and implement corrective actions resulting from investigations or inspections
Track key performance indicators (KPIs) to measure LOTO effectiveness
Provide leadership in energy control during maintenance or emergency events, ensuring safe restoration of power and adherence to Continuity of Operations (COOP) protocols; coordinate with Facilities, Safety, and EHS to maintain safe operations during system outages or restarts:
Ensure all hazardous energy sources are safely isolated during facility disruptions or equipment failures
Provide technical input during emergency planning and recovery to ensure compliance with OSHA and Council policy
Participate in COOP drills and debriefs to refine emergency energy isolation procedures
Document and report post-incident findings, recommending long-term process or training improvements
