About The Position

This position serves as an Employment & Training Interviewer and Interpreter (Spanish) within the Department of Labor & Training/Unemployment Insurance. The role involves providing bilingual capacity in Spanish for various employment and training services. Key responsibilities include assessing clients' employment possibilities and training needs, determining required service levels, interviewing and referring individuals to appropriate programs, processing claims for benefits, and conducting interviews related to unemployment insurance programs. The position also involves resolving disputed claims and performing related duties as required. The work is performed under supervision, with tasks reviewed for conformance to standards. While typically not exercising supervision, the role may direct clerical support staff.

Requirements

  • Working knowledge of the Rhode Island Temporary Disability Insurance, Employment Security, and Job Training Partnership Acts.
  • Working knowledge of occupations and occupational requirements.
  • Working knowledge of employment conditions of various industries and businesses within the state.
  • Familiarity with the culture and customs of groups and communities using the specified language (Spanish).
  • Familiarity with routine office methods.
  • Ability to relate to and understand problems of non-English speaking persons and groups.
  • Ability to interpret and translate Spanish into written and spoken English, and English into written and spoken Spanish.
  • Ability to follow oral and written instructions.
  • Ability to utilize a computer to access information.
  • Ability to conduct effective interviews with clients.
  • Ability to gather pertinent information and determine client eligibility for benefits.
  • Ability to apply laws, rules, and regulations.
  • Ability to make arithmetic computations.
  • Graduation from a senior high school.
  • Experience in a position dealing with a Spanish-speaking group involving a program focused on interviewing, advising, and assisting clients, or any combination of education and experience substantially equivalent to the above.

Responsibilities

  • Interpret the specified language (Spanish) in written and spoken form to provide bilingual capacity for employment and training services.
  • Assess clients' employment possibilities and training needs.
  • Determine the level of employment and training services required for clients.
  • Interview and refer individuals to appropriate employment and training programs.
  • Process claims for benefits, accepting and validating initial and continued claims.
  • Review and audit records of claims.
  • Conduct various unemployment insurance program-related interviews.
  • Resolve disputed claims.
  • Contact employers to develop or modify existing job openings.
  • Provide clients with employment contacts and advise them on interview preparation.
  • Match job openings with clients' employment qualifications.
  • Respond to telephone inquiries regarding unemployment insurance, temporary disability insurance, and employment and training information.
  • Conduct job search workshops.
  • Conduct field visits to employers to promote employment and training services.
  • Process and examine initial and continued claims for unemployment and temporary disability insurance benefits.
  • Authorize payment of benefits to eligible clients via a computer automated system.
  • Conduct fact-finding interviews with clients regarding termination from employment and contact employers concerning these terminations.
  • Prepare decisions regarding disputed claims.
  • Conduct benefit eligibility interviews to inform clients of monetary credits, eligibility rights, and responsibilities.
  • Conduct eligibility review interviews to determine client's continuing eligibility.
  • Compute and verify employment security claims (intrastate, federal, state, and veterans).
  • Audit payment records where final payment has been authorized.
  • Process combined wage claims and interstate claims under the Interstate Agreement.
  • Assign Dictionary of Occupational Titles codes and classifications.
  • Authorize payments by mail to individuals who have returned to work.
  • Prepare and verify affidavits in lieu of wage reports.
  • Detect, compute, collect, or adjust overpayments.
