About The Position

The Employment Services Technician 3 (EST 3) provides supervisory leadership at the Midtown Job Center within the Career Support and Training Services (CSTS) unit, overseeing EST 1/2 staff and ensuring effective delivery of workforce development programs. This role manages a small caseload while coordinating service delivery, monitoring program performance, and ensuring compliance for key initiatives such as the Workforce Innovation & Opportunity Act (WIOA), State Training & Employment Program (STEP), and the Jobs for Veterans State Grant (JVSG). The EST 3 supports program planning, budgeting and community partnerships, and directly supervises case managers, including Disabled Veteran Outreach Program Representatives (DVOP), to ensure high quality employment and training services for veterans and job seekers with significant barriers to employment.

Requirements

  • One year of experience as an Employment Services Technician 2 with the State of Alaska or equivalent elsewhere.
  • OR Two years of experience as an Employment Services Technician 1 with the State of Alaska or equivalent elsewhere.
  • OR Three years of experience such as providing employment services; coordinating training services; conducting skills assessments; making referrals to community support services; assisting individuals apply for federal/state financial assistance or benefits; providing services to the public; explaining policies, procedures, services, or requirements to the public; resolving customer complaints or problems; calculating costs, refunds, taxes, or benefits; providing written explanations, summaries, reports, or correspondence; or locating and inputting information into data systems such as reservation, ticketing, or application systems.
  • Possess a valid driver’s license.

  • Client Engagement/Change Management: Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating organizational change.
  • Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
