About The Position

Under general supervision of the Human Resources Department’s Community Employment Manager, establishes, monitors and continuously improves the Employment Compliance Program to ensure compliance with all employment related SRPMIC Community Ordinances, directives, policies, practices and procedures. Works to support the Community’s Labor and Employment Ordinance, hiring preference policy and ensures maximum opportunities for Community Members with all Tribal entities, employers, contractors, vendors and others. This job class is treated as FLSA Exempt.

Requirements

• Knowledge of the history, customs, culture and traditions of the Salt River Pima-Maricopa Indian Community.
• Knowledge of principles and practices relating to employment outreach and education compliance.
• Knowledge of Community and Tribal Government employment related Ordinances, policies, practices, procedures and methodologies including Community and Native American hiring preference policies.
• Knowledge of budget development and compliance.
• Skill with program development, management, evaluation, modification, problem-solving and improvement.
• Skill establishing effective working relationships at all levels of the Community including the Tribal Council, Government officials, employees, employers, vendors, etc.
• Skill providing education and outreach opportunities to a variety of audiences.
• Skill organizing and presenting program records, statistical data and metrics.
• Skill developing and implementing employment related compliance related procedures.
• Skill with mediation and conflict resolution.
• Skill developing print and electronic collateral educational and outreach materials.
• Ability to integrate sound ethics in all program activities and actions that compliment the Community’s ideals.
• Ability to assume a leadership role with a new, high profile and critical Community program.
• Ability to make effective, concise and comprehensive verbal presentations along with demonstrating excellent written and verbal communication skills.
• Ability to use a personal computer including MS Office.
• Ability to write quality, effective and credible recommendations, policies, practices and procedures.
• Ability to identify and develop employment opportunities and follow-up necessary to support the program ideals, goals and objectives.
• Ability to provide order and organization to a complex and wide-reaching program.
• Ability to conduct meetings, hearings and enforcement actions.
• Ability to multi-task and prioritize.
• A Bachelor’s degree from an accredited college or university, AND 2 years demonstrated successful experience in an employment field, OR an Associate’s degree from an accredited college or university and 3 years demonstrated successful experience in an employment field is required.
• Must possess and maintain a valid Arizona Driver’s License and meet the SRPMIC insurance standards.
• Will be required to pass a pre-employment background/fingerprint check.

Nice To Haves

• Demonstrated successful experience working directly in a Native American Community employment related field is highly preferred.
• 2 years demonstrated successful experience in an employment related field is preferred.
• An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
• May be required to work outside normal work hours including nights, weekends and holidays.
• May be required to travel and use own transportation.
• Employees in, and applicants applying for, jobs providing direct services to children are subject to the “Community Code of Ordinances”, Chapter 11, “Minors”, Article X. “Investigation of Persons Working With Children”.
• Prior to hire as an employee, applicants will be subject to drug and alcohol testing.

Responsibilities

• Develops, monitors, enhances and enforces the Community’s Employment Compliance Program including employment preference policies for Community Members and other Native Americans.
• Develops a comprehensive and cohesive plan that outlines the program’s goals, objectives, outreach and education along with compliance metrics and solutions.
• Develops, monitors and enforces the provisions of the Employment Preference Regulations adopted by Tribal policy and Community Ordinance.
• Organizes and analyzes all ordinances, policies, practices and procedures to centralize all employment related requirements and information and to provide a focal point for employment compliance.
• Plans, organizes, leads and utilizes all available resources to bring employment compliance issues to the forefront of the Community’s effort to enforce its ordinances, policies and obtain work opportunities for Community Members.
• Works closely with others in the Tribal Government’s Community Employment Division to promote Community Member employment.
• Partners with the Community Employment Division and the Community Jobs & Underfill Coordinators regarding job orders and placements.
• Works to identify all Community and private business sector employers and catalogues all employers in a central database.
• Works to establish the compliance system including notifications, meetings, hearings and enforcement actions.
• Acts as a point-of-contact for issues, grievances and conflict resolution with all stakeholders.
• Coordinates investigative actions regarding complaints and/or non-compliance with the program policies, practices and procedures (PP&P).
• Works with the Community Employment Division to ensure all identified barriers to hiring are minimized or eliminated.
• Strives to seek every positive change to enhance hiring opportunities for Community Members and others.
• Proactively supports the Community Jobs Program and its intent, goals, objectives and need to educate all employers and other stakeholders.
• Assumes a leadership role in reaching out to the Community and private business sector employees regarding ordinances and policies that prescribe the rights of individuals to work.
• Places an emphasis on educating all employers about the Community Jobs Program including outreach regarding compliance requirements.
• Monitors employer activities regarding Community employment practices and acts in an advisory role while pointing out the compliance actions necessary to abide by the programs objectives.
• Partners with other local area Native American Communities to share and learn about similar programs elsewhere in order to enhance the SRPMIC program.
• Develops the program educational and outreach collateral materials in both in print and electronic formats.
• Assumes responsibility for all Employment Compliance Program administration and operations including recommending and establishing the terms, conditions and policies for employer compliance.
• Organizes a central database for all Community employers so outreach, educational efforts and tracking data are consistent and comprehensive.
• Creates promotional materials for dissemination that support the program’s goals and objectives.
• Establishes compliance metrics that summarizes employment and compliance data.
• Works to continuously improve statistics gathering and reporting processes.
• Compiles, writes and gives presentations to Administration and the Tribal Council on program progress.
• Works to establish formal complaint, hearing and appeal processes.
• Works with the Community Employment Manager regarding program budget development and ongoing expenditures.
• Assumes a leadership role in compiling existing ordinances, policies and procedures into one central reference resource for all stakeholders.
• Researches, develops and recommends additional PP&P along with methodologies to implement and improve the program and compliance efforts.
• Develops, implements and maintains a system to measure program “metrics” regarding various pertinent aspects of Community employment. This should include job placement opportunities and jobs filled.
• Compiles and prepares written reports and presentations regarding all aspects of the program including, but not limited to, outreach emphasis, education, compliance, and metrics.
• Makes presentations to the Tribal Council, Government officials, Community Members, employers and other stakeholders regarding program expectations, PP&P and focus on cooperation and compliance.
• Performs other job-related duties as assigned by the Community Employment Manager, HR Director, Administration officials and Tribal Council.
