About The Position

The Human Resources Department at Pima County is seeking an Employee Relations Compliance Officer to serve as a trusted resource for employees, supervisors, and County leadership. In this role, you'll help strengthen workplace culture by promoting compliance, resolving workplace concerns, and supporting fair and consistent employment practices across a diverse public service organization.

Requirements

Bachelor’s degree from an accredited college or university with a major in business, management, human resources, public administration, counseling, industrial psychology or a related field as defined by the Appointing Authority at the time of recruitment AND two years of professional level human resources, to include interpreting and applying employment laws, rules and policies, conducting investigations and writing reports, providing coaching and training to line supervisors and managers, reviewing/drafting disciplinary documents, and/or working within an employee merit system. (Relevant experience and/or education from an accredited college or university may be substituted).
OR: Five years of experience with Pima County in a classification performing professional level human resources responsibilities to include routinely and accurately applying rule and policy interpretations, basic application of human resources practices and principles, providing guidance/feedback to staff on workplace culture, disciplinary processes, performance management, and document reviews.
Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment.
The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.

Nice To Haves

Experience conducting confidential and sensitive investigations (to include performing complaint intake and triage; identifying relevant witnesses; leading/performing in-person investigative interviews; identifying, collecting and analyzing relevant evidence).
Experience interpreting and applying employment-related federal regulations, state statutes, administrative rules, and internal organizational policies/procedures in the workplace.
Experience in writing reports and/or EEOC Position Statements, identifying outstanding issues, applying relevant rules, and conducting an analysis which results in a conclusive determination.
Experience with EEOC compliance-related components such as providing interpretation, coaching, direction, and training to management and employees.

Responsibilities

Documents complaints, witness statements, and collects relevant evidence.
Conducts formal and informal investigations into allegations of employee misconduct, unfair treatment, workplace discrimination, harassment or retaliation, and grievances alleging misinterpretation, misapplication or unequal enforcement of County Merit System Rules, Personnel Policies, Board of Supervisors Policies or Administrative Procedures.
Prepares confidential and sensitive reports on the results of investigations, identifies allegations, analyzes evidence, and identifies violations of County directives.
Participates in creating and/or presenting training for employees and management.
Assists with Merit System Commission/Law Enforcement Merit System Council hearings/meetings, on a case-by-case basis, to provide testimony on behalf of the County and rule/policy interpretation.
Accurately interprets and applies employment laws, Merit System Rules, Personnel Policies, Board of Supervisors Policies, and Administrative Procedures in the workplace.
Provides coaching, guidance and feedback to employees, departments, and management in the areas of job performance, performance management, progressive discipline, and workplace culture.
Maintains required security and confidentiality of all information created and/or encountered during the course of assigned duties.
May testify on behalf of the County in litigation.
