About The Position

Grey Street Consulting, LLC (Grey Street) is seeking to hire an Employee & Labor Relations Specialist II to support a prospective client, the Court Services and Offender Supervision Agency (CSOSA). This position will be performed on-site, full-time at one of CSOSA's locations in Washington, DC. The role provides advanced advisory, analytical, and case management support to a federal agency’s HR/ELR program. This position supports complex employee relations cases (e.g., misconduct, adverse actions, performance issues), labor relations activities (e.g., bargaining, grievances, ULP responses), and partners with agency leaders to ensure consistent, legally compliant, and mission-aligned outcomes.

Requirements

  • Minimum of 7 years of progressively responsible ELR experience.
  • Significant federal sector or public sector exposure.
  • Direct union environment experience.
  • Experienced in providing senior-level guidance on federal conduct and performance regulations (5 U.S.C. Chapters 43 and 75).
  • Experienced managing complex fact-finding investigations and applying Douglas Factors to ensure defensible disciplinary outcomes.
  • Experienced with being the primary liaison with labor organizations, interpreting the Federal Service Labor-Management Relations Statute and serving as a technical advisor during CBA negotiations and mid-term bargaining.
  • Knowledgeable on the Unfair Labor Practice (ULP) charges and prepared comprehensive litigation files for hearings before the FLRA and the Merit Systems Protection Board (MSPB).
  • Managed administrative and negotiated grievance procedures, evaluating case merits to recommend strategic settlements or litigation paths to the General Counsel and Agency leadership.
  • Ability to ensure agency-wide compliance with final decisions from third-party adjudicators, including the EEOC, MSPB, and independent Arbitrators.
  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.

  • A minimum of a Bachelor’s Degree in Human Resources, Labor Relations, Business Administration, or a related field is preferred.

Responsibilities

  • Support the agency’s Human Resources Office as the primary point of contact in dealings with labor organizations holding exclusive recognition.
  • Interpret and apply the Federal Service Labor-Management Relations Statute (5 U.S.C. Chapter 71).
  • Assist with negotiating and administering Collective Bargaining Agreements (CBAs); serve as a technical advisor during term and mid-term bargaining.
  • Investigate and prepare the Agency’s position for Unfair Labor Practice (ULP) charges and represent the Agency before the Federal Labor Relations Authority (FLRA).
  • Provide expert advice to management on federal conduct and performance regulations (5 U.S.C. Chapters 43 and 75).
  • Conduct intensive fact-finding and investigations into complex conduct issues; recommend appropriate disciplinary or adverse actions.
  • Apply Douglas Factors to ensure the consistency and defensibility of penalties.
  • Support the preparation of the Agency’s litigation file and support technical witnesses in hearings before the Merit Systems Protection Board (MSPB).
  • Support administrative and negotiated grievance procedures.
  • Evaluate the merits of cases and recommend settlements or litigation strategies to the General Counsel and Agency leadership.
  • Recommend actions to ensure compliance with final decisions from the EEOC, MSPB, and Arbitrators.
