Requirements

  • Licensed Employment Law Attorney in good standing.
  • Demonstrated expertise in federal sector labor relations, including the application and interpretation of the Federal Service Labor-Management Relations Statute (5 U.S.C. Chapter 71).
  • Extensive litigation experience, with substantial work as an agency representative or counsel in labor relations arbitrations.
  • Proven success in handling grievance arbitrations, including case strategy development, witness preparation, evidentiary presentation, and post-hearing briefs.
  • Expert-level ability to interpret and apply collective bargaining agreements (CBAs), memoranda of understanding (MOUs), and related labor-management agreements.
  • Deep knowledge of the statutory and regulatory frameworks governing federal labor relations, including FLRA decisions and interactions with the MSPB, as well as related precedents.
  • Exceptional legal research, analytical, and writing skills, including drafting arbitration briefs, exceptions, legal memoranda, and settlement agreements.
  • Demonstrated ability to present cases effectively before third-party adjudicatory forums, including arbitrators and the Federal Labor Relations Authority (FLRA).
  • Strong oral advocacy skills, including the examination and cross-examination of witnesses and persuasive legal argumentation.
  • Ability to provide strategic labor relations advice to agency leadership and labor relations professionals.
