About The Position

The Employee & Labor Relations Coordinator provides specialized support in administering labor relations functions and handling highly confidential Human Resources operations. In this role, the Coordinator delivers consistent, accurate advice and consultation on employee relations matters by leveraging an extensive knowledge of personnel laws, regulations, policies, and practices. This role plays a critical part in collective bargaining preparation, grievance processing, and contract compliance. Key responsibilities include managing highly sensitive documentation, maintaining employee relations databases, coordinating logistics for negotiations, conducting research to support organizational labor strategies, supporting employee probationary and evaluation processes, and providing administrative support to ensure continuation of services and operations. Requirements

  • High School Diploma or GED -AND- Four (4) years of Human Resources professional level experience related to employee relations to include applying or supporting the application of employment law, policy and/ or collective bargaining agreements.
  • An Associate’s Degree in Business Administration, Business, or related field. -AND- Two (2) years of Human Resources professional level experience related to employee relations to include applying or supporting the application of employment law, policy and/ or collective bargaining agreements.
  • Knowledge of: Customer service principles. Record keeping principles. Database management principles. Advanced spelling, grammar, and mechanics principles.
  • Skills in: Researching information with little guidance or direction for higher authority and analysis to determine relevance of information.
  • Preparing a variety of reports including investigatory reports.
  • Organization in all facets of the position.
  • Interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
  • Bicultural/multicultural skills sufficient to select appropriate behaviors, values and attitudes within different cultures during interactions with others.
  • Ability to: Take clear, meticulous and accurate notes
  • Prioritize work and perform multiple tasks

Nice To Haves

  • Two (2) years of working experience working providing administrative support.
  • Demonstrated experience navigating Human Resources operations and labor relations within a unionized environment.
  • A broad knowledge of the best practices and principles of human resource management and the skills necessary to apply HR services.
  • SHRM-CP, SHRM-SCP, PHR certification, a plus.
  • Two (2) years of supervisory experience with a strong background in coaching employees through all stages of the performance management and evaluation process.
  • Proficiency with Microsoft Office 365 and Google Workspace products.
  • Experience working with Ellucian Banner, a plus.
  • Demonstrated ability to maintain composure, poise, and professional boundaries when navigating sensitive, difficult, or high-conflict situations.
  • Exceptional organizational skills and meticulous attention to detail, with a proven track record of high reliability.
  • Demonstrated ability to foster strong professional relationships while actively promoting the value of diversity and cultural competence within the work environment.

Responsibilities

  • Provides support to the Director of Labor and Employee Relations in personnel matters which may include interpreting and applying Collective Bargaining Agreements, grievance processing, gathering and processing data, and other confidential matters that require special handling
  • Gathers documentation, prepares files, and coordinates communications with associations, employees, and supervisors.
  • In consultation with the Director of Labor and Employee Relations or HR Operations Manager advise managers on developing and communicating performance expectations and on appropriate courses of action to take when employees do not meet expectations.
  • Maintains and updates labor and employee relations systems and ensures appropriate timely communication with stakeholders.
  • Develop, deliver, and maintain targeted training programs and tools to ensure organizational alignment with contract language and labor relations best practices.
  • Maintains accurate and confidential records related to employee relations matters and investigations.
  • Compile and organize contract proposals, historical bargaining records, and prior tentative agreements to support negotiation strategies.
  • Schedules preparatory and joint sessions, secure negotiation venues, facilitate virtual meetings and catering.
  • Documents detailed, confidential minutes of collective bargaining sessions, accurately capturing proposals, counterproposals, and key discussions.
  • Assists with drafting, editing, and formatting proposals, counterproposals, and memorandums of agreement.
  • Monitor mandatory subject notices, demands to bargain, and expiration dates to ensure all parties comply with agreed-upon contract timelines.
  • Proofreads, assembles, and formats the final Collective Bargaining Agreement (CBA) for printing, digital distribution, and signature execution.
  • Assist in creating and disseminating summaries of the newly negotiated changes.
  • Archive and maintain negotiation records, tentative agreements, and ratified contracts.
  • Conduct research of negotiations and previous language as needed.
  • Serves as confidential administrative support to the Director of Employee & Labor Relations, HR Operations Manager and Associate Vice-President of HR.
  • Prepares confidential materials that require special handling.
  • Updates and maintains internal website (SharePoint), public website, Career Pages website, and provides training as needed and instructed by HR Operations Manager
  • Manages calendars and coordinates meetings, including developing agendas, transcribing detailed minutes, and tracking action items and outcomes to ensure timely follow-up.
  • Coordinates special projects.
  • Drafts and prepares a variety of professional correspondence, reports, presentations, and data charts to support departmental operations and data-driven decision-making.
  • Assists in researching and compiling data for federal, state, and regulatory agency reports, as well as institutional business requirements.
  • Serve as the point of contact for Electronic Personnel Action Forms.
  • Handles incoming and outgoing personnel files, scanning, data entry, and physical document processing.
  • Categorizes, indexes, and retrieves documents based on the HR Operations Manager classification system.
  • Fills internal requests for files, distributes documents, and assists with file inquiries from employees, associations, and supervisors.
  • Executes the secure disposal or archiving of confidential files in strict accordance with established record retention schedules.
  • Partners with the HR Operations Manager to develop and track archive storage systems, maintaining a current knowledge of state and federal statutory requirements to ensure full compliance.
  • Monitors annual and probationary evaluation deadlines, ensuring timely delivery by issuing automated reminders to supervisors.
  • Supports the NEOGOV platform administrator in creating, updating, and maintaining employee evaluation schedule lists.
  • Generates performance reports and tracks 'needs improvement' evaluations to initiate and monitor the development of Plans of Assistance.
  • Inputs completion dates and overall performance ratings into the Banner system to ensure accurate, up-to-date employee records.
  • Processes completed management service evaluations and integrates them into official personnel files.
