The Ministry supports Albertans through a person-centered, integrated service delivery model that recognizes the unique circumstances, experiences and strengths of individuals and families. The Strategic Data, Analytics and Business Services Branch within the Ministry of ALSS is seeking a dedicated Emergency Services Officer - Consequence Management Officer (CMO) to join the Emergency Management, Accommodations, and Security Services (EMASS) unit. The Emergency Services Officer – CMO plays a critical role in planning, managing, and delivering ministry emergency response services across the province. This position involves developing and implementing emergency plans to ensure delivery of services and the safety of staff, contractors, and the public in a wide range of Ministry worksites, including group homes, and youth centers.

Requirements

  • University graduation in a related field (e.g., Disaster Risk Reduction, Disaster and Emergency Management) plus 4 years progressively responsible related experience; or equivalent.
  • Related work experience within a complex organizational setting, preferably with a government program.
  • Demonstrated knowledge of emergency management legislation, policy, and directives.
  • Familiarity with Assisted Living and Social Services programs, business continuity planning, and government decision-making processes.
  • Proven ability to work effectively with internal and external stakeholders, ministry staff, executive teams, and committees, including in high-stress situations such as emergencies or workplace incidents.
  • Experience with research, project management, and developing innovative solutions to complex problems.

Nice To Haves

  • Accreditation as a Certified Emergency Management (CEM) or Associate Emergency Manager (AEM).
  • Associate Business Continuity Professional (ABCP) designation.

Responsibilities

  • Develop emergency response plans for ministry programs in response to local, provincial, or ministry-wide emergencies.
  • Support the analysis and identification of essential services to ensure service delivery during incidents of all scales.
  • Collaborate with Ministry partners, Agencies Boards and Committees, and key stakeholders to ensure the safety and security of ministry clients and facilities.
  • Conduct risk assessments and mitigation planning for over 132 ministry worksites with varying levels of complexity.
  • Support the Facility Emergency Planning Program (FEPP) in collaboration with OH&S.
