About The Position

Under Occasional Supervision, assists in supervising the daily operations of the Emergency Medical Services (EMS) Department ensuring prompt response to 911 calls and the provision of qualified medical treatment and transportation. This class specification lists the major duties and requirements of the job and is not all-inclusive. Requirements

  • High School Diploma.
  • Ten (10) or more years of progressively responsible experience in emergency services.
  • A minimum of five (5) years of supervisory / management experience.
  • National Registry Paramedic
  • BLS, ACLS, PALS/PEPP, PHTLS Certification
  • National Incident Management Systems ICS 100, 200, 300, 400, 700, 800
  • Driver’s license.
  • Ability to regularly hear or talk.
  • Ability to frequently stand, walk, and sit.
  • Ability to frequently use hands and fingers, handle or feel, and reach with hands and arms.
  • Ability to regularly lift and/or move up to 200 pounds.
  • Specific vision abilities required include close vision, distance vision, and ability to adjust focus.
  • Ability to coordinate hands and eyes using office machinery with the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc.

Responsibilities

  • Assists in the management and coordination of daily operations within the emergency medical services division, including facility and equipment maintenance, overseeing on-the-ground emergency medical care, ambulance deployment schedules, and compliance with federal, state, and local laws and regulations.
  • Ensures departmental compliance with all applicable South Carolina Department of Public Health (DPH) regulations and requirements, including South Carolina Code of Laws Title 44, Chapter 61. This includes overseeing ambulance licensing, inspections, equipment compliance, and operational standards.
  • Coordinates with the Medical Control Physician to ensure appropriate medical protocols and clinical oversight while managing departmental quality assurance and quality improvement programs.
  • Ensures accurate patient care documentation, reporting, and records management in accordance with applicable HIPAA requirements and patient confidentiality standards.
  • Addresses regulatory inspections, investigations, and identified deficiencies and implementing appropriate corrective actions to maintain departmental compliance.
  • Oversees the department’s Quality Assurance and Quality Improvement (QA/QI) programs to ensure compliance with established clinical standards and promote continuous improvement in patient care.
  • Works in conjunction with the Training Officer to review patient care reports, evaluate incidents, analyze system performance, and identify trends or areas requiring improvement.
  • Collaborates with the Training Officer to develop and implement training initiatives designed to enhance provider performance, patient care delivery, and clinical outcomes.
  • Acts as a point of contact for personnel and labor relation issues, addressing and resolving various personnel matters, including hiring, training, and development.
  • Oversees managing the administration of grants, encompassing federal, state, and local sources. This includes identifying funding opportunities, overseeing grant applications, and ensuring compliance with grant requirements.
  • Serves as the liaison between the EMS division and federal, state, and local stakeholders in emergency medical services, fire and rescue, and health care.
  • Actively participates in administrative policies, procedures, and record keeping, and participation with public events when required.
  • Manages the EMS Division budget, including monitoring expenditures, forecasting funds, and identifying grant sources.
  • Responds to emergency situations as needed, contributing to the effective delivery of emergency medical services during crisis events.
  • Performs any other assignments and tasks deemed necessary to fulfill the goals and objectives of the EMS division.
