About The Position

This position leads emergency preparedness, response, and crisis management enterprise-wide, across both our US onshore upstream operations and Commonwealth LNG. The role ensures emergency response plans, organization, resources, training, and exercises are in place, compliant, and effective, and that Caturus can respond to and recover from any credible incident — from a wellsite or pipeline event to a major incident at the LNG terminal. This position ensures emergency response arrangements meet PHMSA and FERC emergency response plan (ERP) requirements, are aligned with the National Incident Management System (NIMS) and Incident Command System (ICS), and are integrated with local responders, mutual-aid partners, and government agencies. The role has no direct reports and delivers through technical authority, influence, and the direction of specialist consultants and contractors. This role supports operations across all Caturus assets and will be located in Houston, TX, with travel and on-call duty.

Requirements

Bachelor’s degree required in Emergency Management, Fire / Safety Engineering, Environmental Science, Engineering, or a related field (or equivalent operational experience).
10+ years of experience in emergency response / crisis management within oil and gas required.
US onshore upstream (E&P) experience required.
LNG experience required, including facility and marine/terminal emergency response.
Demonstrated experience developing regulator-approved ERPs and leading exercises and live incident response.
Experience working under a FERC-regulated Emergency Response Plan (ERP) required, including development of the ERP during construction and sustainment of the ERP during operations.
Deep knowledge of oil and gas emergency response management across upstream and LNG.
Thorough understanding of PHMSA and FERC ERP requirements, including 49 CFR 193, 49 CFR 192 / 195, FERC LNG ERP / cost-sharing obligations, and the USCG Waterway Suitability Assessment.
Command of NIMS, ICS, and FEMA doctrine; formal ICS training (ICS-100/200/300/400, IS-700/800).
Familiarity with NFPA 59A, OSHA HAZWOPER, OPA 90, and EPA FRP/SPCC.
Ability to manage and direct specialist consultants and contractors.
Strong leadership, decision-making under pressure, communication, and stakeholder-coordination skills.

Nice To Haves

Certified Emergency Manager (CEM) and completed FEMA ICS / NIMS training preferred.
HAZWOPER certification advantageous.
global upstream experience preferred.
Experience interfacing with PHMSA, FERC, USCG, and local emergency response agencies preferred.

Responsibilities

Develop, own, and maintain corporate Emergency Response Plans (ERPs), incident and crisis management plans, and business continuity arrangements across upstream and Commonwealth LNG.
Maintain the Commonwealth LNG facility ERP to 49 CFR Part 193 / NFPA 59A, covering response to controllable emergencies, recognition of uncontrollable emergencies, coordination with local officials, and evacuation.
Maintain pipeline emergency response procedures to 49 CFR 192.615 (gas) and 195.402 (hazardous liquids), and ensure public-awareness programs align with API RP 1162.
Ensure compliance with FERC emergency planning for the LNG terminal under the Natural Gas Act, including the Emergency Response Plan and Emergency Response / Cost-Sharing Plan, and coordination with the USCG Waterway Suitability Assessment.
Ensure PHMSA compliance across LNG (49 CFR 193) and pipelines (49 CFR 192 / 195), and lead liaison during regulatory inspections.
Maintain awareness of related requirements, including OSHA HAZWOPER (29 CFR 1910.120) and EPA SPCC / Facility Response Plans and OPA 90.
Establish and maintain the company Incident Command System aligned to NIMS / FEMA, including the Emergency Operations Center (EOC) and Crisis Management Team.
Define ER organization, on-call rosters, escalation and notification protocols, and 24/7 response readiness across assets.
Build and deliver emergency response training and competency programs for responders, incident commanders, and crisis team members (including ICS / NIMS certification).
Plan, lead, and evaluate a calendar of drills and exercises (tabletop, functional, full-scale) consistent with HSEEP, and close out lessons learned.
Build and sustain relationships with local fire services, LEPCs, emergency management agencies, the USCG, mutual-aid groups, and oil spill response organizations (OSROs).
Prepare and submit required notifications and post-incident reports to regulators and agencies within mandated timeframes.
Scope, direct, and quality-assure specialist consultants and contractors supporting emergency planning, training, exercises, and response.
Ensure compliance with health, safety, and environmental policies, procedures, and documentation standards.
Any other duties or responsibilities as assigned by the supervisor.
