Position Summary: The Emergency (Out-of-Home) Respite Manager provides overall leadership, operational oversight, and accountability for the organization's Emergency Out-of-Home Respite Program. This position is responsible for ensuring the program operates safely, effectively, and in compliance with applicable federal and state regulations, Medicaid waiver requirements, contractual obligations, and organizational policies. The Manager exercises independent judgment in program operations, emergency response, admissions and discharges, staffing and provider decisions, quality assurance, budget management, risk mitigation, and service delivery. The Manager is accountable for the quality, safety, continuity, and effectiveness of services provided to individuals receiving emergency respite support. The position leads and evaluates program personnel and Emergency Respite Providers, establishes program priorities and performance expectations, monitors program outcomes, and serves as the primary operational leader for the Emergency Out-of-Home Respite Program.

Requirements

  • Bachelor's degree in Human Services, Social Work, Psychology, Public Administration, Healthcare Administration, Business Administration, or a related field from an accredited college or university; Master's degree in a related field is preferred.
  • Three (3) years of progressive experience working with individuals with intellectual and developmental disabilities (IDD), preferably in a community-based, residential, respite, crisis, or other human services setting.
  • Demonstrated experience in supervising staff, coordinating service delivery, and managing program operations, preferably in a 24/7 service environment.
  • Experience with regulatory compliance, quality assurance, incident management, documentation, and risk management within a human services or healthcare setting.
  • Experience responding to behavioral, medical, safety, or operational emergencies and coordinating appropriate resources and interventions.
  • Experience working with families, caregivers, case managers, healthcare providers, regulatory agencies and other community partners.
  • Must maintain a valid driver’s license, reliable personal vehicle, and required insurance.

Responsibilities

  • Direct and oversee the day-to-day operations of the Emergency Out-of-Home Respite Program, ensuring services are available and appropriately supported 24 hours a day, seven days a week, including holidays.
  • Establish and implement program procedures, workflows, service standards, and operating practices that support timely and effective emergency respite services.
  • Exercise independent judgment in responding to operational, staffing, safety, service delivery, and emergency situations.
  • Oversee intake, assessment, admission, placement, transition, and discharge processes to ensure timely and appropriate responses to emergency respite needs.
  • Determine appropriate operational responses to urgent situations and coordinate with internal and external resources when additional support is required.
  • Oversee the safety, cleanliness, maintenance, accessibility, and readiness of Emergency Respite homes.
  • Monitor service capacity and coordinate resources to maintain appropriate program coverage.
  • Evaluate program effectiveness and identify opportunities to improve service delivery, efficiency, quality, and individual outcomes.
  • Develop and monitor program performance measures and provide regular updates and recommendations to senior leadership.
  • Serve as the primary operational point of contact for matters involving Emergency Respite program operations.
  • Recruit, interview, select, onboard, train, schedule, assign, supervise, and evaluate employees and Emergency Respite Providers, consistent with organizational policies and delegated authority.
  • Establish clear performance expectations and ensure staff and providers understand their responsibilities related to safety, service quality, documentation, person-centered support, and regulatory compliance.
  • Conduct performance evaluations and provide coaching, mentoring, corrective feedback, and professional development.
  • Make recommendations regarding hiring, promotion, performance improvement, corrective action, and termination, as appropriate.
  • Ensure appropriate staffing and provider coverage to support 24/7 program operations.
  • Monitor staff and provider performance and take appropriate action when performance, safety, compliance, or service-quality concerns are identified.
  • Foster a professional, trauma-informed, person-centered, and accountable program culture.
  • Coordinate ongoing recruitment and retention strategies for Emergency Respite Providers.
  • Ensure required provider and staff training is completed, documented, and maintained.
  • Provide leadership and direction during complex behavioral, medical, safety, staffing, or operational emergencies.
  • Exercise sound judgment in assessing emergency situations, determining appropriate escalation, and coordinating timely interventions.
  • Coordinate with families, caregivers, case managers, crisis teams, healthcare providers, emergency responders, and other community resources as appropriate.
  • Ensure established emergency, health, safety, medication, incident reporting, and risk-management procedures are followed.
  • Identify potential program risks and implement corrective or preventive actions within delegated authority.
  • Ensure significant safety, clinical, regulatory, or operational concerns are promptly escalated to the appropriate leadership.
  • Oversee case management and service monitoring for Emergency Respite placements.
  • Ensure required assessments, home visits, service documentation, Individual Service Plan (ISP) participation, and other service-related activities are completed in accordance with applicable requirements.
  • Monitor the quality and appropriateness of services provided to individuals receiving emergency respite.
  • Support continuity of care by ensuring appropriate information is gathered and communicated during admissions, transitions, and discharges.
  • Build effective working relationships with families, caregivers, case managers, referring agencies, healthcare providers, and other service partners.
  • Conduct periodic programmatic and quality-monitoring visits to assess safety, service quality, provider performance, and compliance.
  • Maintain accountability for program compliance with applicable federal and state laws, Medicaid waiver requirements, DBHDD requirements, health and safety standards, contractual requirements, and organizational policies.
  • Establish and monitor quality assurance processes for the Emergency Out-of-Home Respite Program.
  • Conduct or oversee internal audits of program operations, documentation, provider records, training, health and safety practices, and service delivery.
  • Monitor corrective action plans and ensure identified deficiencies are addressed within established timelines.
  • Lead or coordinate preparation for external audits, licensing reviews, monitoring visits, and regulatory inspections.
  • Ensure accurate, timely, and confidential documentation is maintained for individuals served, staff, providers, and program operations.
  • Monitor compliance with medication administration, health and safety, incident reporting, emergency preparedness, and other applicable program requirements.
  • Identify trends and develop recommendations to improve compliance, quality, safety, and program performance.
  • Develop, monitor, and manage the Emergency Out-of-Home Respite Program budget within established organizational parameters.
  • Monitor staffing, provider payments, supplies, client-related expenses, and other program expenditures.
  • Review budget-to-actual performance and identify significant variances or emerging financial concerns.
  • Authorize expenditures within delegated authority and ensure expenditures comply with organizational policies and budget requirements.
  • Coordinate and approve Emergency Respite Provider payment vouchers in accordance with established procedures.
  • Make recommendations regarding staffing levels, program resources, supplies, equipment, and other operational needs.
  • Identify opportunities to improve program efficiency and resource utilization.
  • Serve as a primary organizational contact for families and caregivers during emergency respite placements and other significant program matters.
  • Develop and maintain collaborative relationships with referring agencies, case managers, crisis response teams, healthcare providers, community organizations, and other service partners.
  • Represent the Emergency Out-of-Home Respite Program in meetings with internal and external stakeholders.
  • Communicate program needs, risks, trends, accomplishments, and recommendations to senior leadership.
  • Promote the organization's mission, values, person-centered practices, and commitment to individuals with intellectual and developmental disabilities.
  • Prepare and review programmatic reports, operational metrics, compliance reports, and other information requested by leadership or regulatory entities.
  • Analyze program data to identify trends, operational challenges, service gaps, and opportunities for improvement.
  • Develop and implement corrective and continuous improvement strategies.
  • Maintain appropriate records and documentation to support program accountability and regulatory compliance.
  • Participate in organizational planning and initiatives related to emergency services, respite, crisis response, staffing, quality, and service delivery.

  • Has responsibility for ensuring established program standards and performance expectations are consistently implemented.
