About The Position

The Alaska Department of Transportation and Public Facilities (DOT&PF), Ted Stevens Anchorage International Airport is seeking an Emergency Program Manager 2 to join their team. This position serves as a member of the Airport Senior Management Team, reporting to the Division Operations Manager. The role is responsible for developing and implementing strategic plans, goals, policies, and programs for the Anchorage Airport Operations and Safety Component. It provides leadership and oversight of airport operations, the Safety Management System (SMS) and associated security programs, and operations at both Ted Stevens Anchorage International Airport (ANC) and Lake Hood Seaplane Base (LHD). The position interprets and implements applicable state and federal aviation, safety, and operational requirements, ensuring airport-wide compliance with established policies, plans, and regulatory standards. This is a senior management position responsible for planning, organizing, directing, and controlling resources and program delivery for airport operations and safety. The position exercises substantial independent judgment in operational decision-making, safety and risk management, emergency and irregular operations, regulatory compliance, and the management of ANC and LHD operations. It also has significant supervisory authority, including responsibility for hiring, performance management, discipline, and/or adjudication of grievances involving subordinate staff.

Requirements

Two years of managerial experience managing an organized effort to mitigate against, prepare for, respond to, or recover from emergencies, disasters or terrorist events (e.g., Emergency Program Manager 1 with the State of Alaska, or equivalent).
OR Three years of managerial experience managing a program which included creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events.
OR A bachelor's degree, in any field, from an accredited college; AND Two years of experience managing a program which included creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events.
A valid Driver’s License to obtain Ramp Driving Endorsement.
Must pass an FBI fingerprint based, criminal history records check per 49 CFR Part 1542.
Must pass a Transportation Security Administration Security Threat Assessment to obtain an Airport issued Identification Badge.
If access to US Customs and Border Protection is needed, must also pass a criminal history check per 19 CFR Part 122.181-188.
A valid Alaska driver's license is required.
Some positions require the incumbent to obtain a federal security clearance.
Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats.
May involve exposure to inherently hazardous or potentially dangerous environmental conditions.
