About The Position

ASP Web Solutions, LLC is looking for an Emergency Management Specialist to join their team in Portsmouth, VA. This role involves supporting, planning, and participating in full-scale exercises for the Department of War and other Federal Agencies, such as Ultimate Caduceus and Citadel Shield/Solid Curtain. The ideal candidate will have a Department of Defense (DOD) background, a strong understanding of Emergency Management principles, and familiarity with Federal Coordinating Center (FCC) operations and related systems.

Requirements

  • Experience supporting Disasters (natural, manmade and technological), DSCA, COOP, and NDMS operations.
  • Experience in planning and participating in Department of War and other Federal Agencies Full-Scale Exercises like Ultimate Caduceus, Citadel Shield/Solid Curtain.
  • Familiarity with FCC operations, including TRAC2ES, JPATS, GEO-Health Systems and NDMS systems.
  • Minimum of a Bachelor’s degree in a relevant field (Emergency Management, Security Studies, Public Policy, or related discipline).
  • Minimum 5 years of relevant professional experience; OR in lieu of degree, 10 years of progressively responsible experience.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or enroll within 180 days upon onboarding.
  • U.S. Citizenship required.
  • Required to obtain and maintain a favorable Tier 3 security clearance with SECRET Eligibility for FCC functions.
  • SECRET access must be granted to access SIPRNET and attend meetings classified at the SECRET level.
  • Required to obtain and maintain a favorable Tier 3 security clearance with No Eligibility for other functions.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and oral communication skills.

Responsibilities

  • Support, plan, and participate in Department of War and other Federal Agencies Full-Scale Exercises like Ultimate Caduceus, Citadel Shield/Solid Curtain.
  • Coordinate and evaluate Department of War/NDMS exercises (tabletop, full-scale).
  • Produce training materials, after-action reports (AARs), and Improvement Plans (IP) exercise planning packages per federal standards.
  • Create, review, and revise policies, SOPs, and CONOPS.
  • Coordinate meeting minutes, action tracking, and partner engagement documentation.
  • Coordinate resource management and logistics during incidents.
