Requirements

  • Bachelor’s Degree in Emergency Management, Homeland Security, Public Administration, or related field.
  • Minimum of ten (10) years of Emergency Management, readiness, contingency operations, deployment management, military operations, or related experience.
  • Minimum of two (2) years of supervisory or leadership experience.
  • An equivalent combination of education, professional training, certifications, and directly related experience may be considered to meet the minimum qualification requirements for the position.
  • Experience as a CE Readiness Flight Chief or equivalent.
  • Completion of Readiness Apprentice course JCABP3E931 00AA, USAF Readiness Flight Officer (RFO) Course J3OZP32E1D 010, or approved equivalent by the authority having jurisdiction over this program.
  • Completion of Air Force Incident Management Course.
  • Knowledge of Emergency Management, CBRN defense, contingency planning, deployment readiness, and emergency response operations.
  • Experience and proficient with Prime BEEF, DRRS, DCAPES, AFIT, ACES, or other readiness management systems.
  • Knowledge of applicable DoD, DAF, and installation Emergency Management directives and regulations.
  • Experience managing training programs, inspections, exercises, and readiness reporting systems.
  • Ability to analyze EM data, readiness metrics, inspection findings, and operational reports.
  • Ability to lead personnel and manage multiple priorities in a dynamic operational environment.
  • Secret Security Clearance or ability to obtain and maintain.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Driver’s License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
  • Ability to obtain Government credentials that may be required.
  • Ability to use tools, equipment, chemicals, etc. to perform essential functions of the job.
  • Ability to use standard office equipment /tools as may be required for the position (computer, phone, copy machine, hand-held radio, etc.)
  • While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use of hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.
  • The employee must occasionally lift and/or move up to 50 pounds and follow safe lifting procedures.
  • Specific vision abilities required by the job include close vision.
  • May be required to enter confined spaces.

Responsibilities

  • Manages and supervises day-to-day operations of the Emergency Management Work Center consisting of six assigned personnel.
  • Provides leadership, direction, training oversight, mentorship, and performance management for Emergency Management personnel.
  • Oversees installation Emergency Management, CBRN defense, contingency response, and deployment readiness programs.
  • Ensures compliance with all applicable DoD, Air Force, installation, contract, and company directives governing Emergency Management operations.
  • Reviews, develops, coordinates, updates, and maintains emergency management plans, contingency response plans, continuity plans, checklists, and supporting documentation.
  • Serves as the primary point of contact for installation EM operations, exercises, inspections, and emergency response coordination.
  • Manages installation EM training programs, Prime BEEF readiness requirements, and contingency training requirements.
  • Ensures all required training is scheduled, documented, tracked, and reported in applicable government systems and databases.
  • Oversees deployment readiness and accountability programs to ensure personnel and equipment readiness requirements are maintained.
  • Coordinates and supports installation exercises, disaster response events, hurricane preparedness activities, and contingency operations.
  • Manages Emergency Operations Center (EOC) activation, support, and operational coordination during exercises and real-world incidents.
  • Establishes and maintains Unit Control Center (UCC) procedures, training, and operational readiness.
  • Conducts and oversees EM program reviews, self-assessments, inspections, trend analysis, corrective action tracking, and process improvement initiatives.
  • Develops emergency preparedness metrics, reports, after-action reviews, and briefings for leadership and government representatives.
  • Ensures EM equipment, supplies, training materials, and response assets are properly maintained and operationally ready.
  • Assists installation leadership and tenant units with EM planning, training, and compliance requirements.
  • Coordinates with military units, contractors, local agencies, and emergency response organizations regarding preparedness and response operations.
  • Supports Wing Inspection Team (WIT) requirements and serves as subject matter expert during inspections and evaluations.
  • Ensures personnel maintain required certifications, qualifications, security requirements, and readiness standards.
  • Promotes and enforces workplace safety, environmental compliance, and company policies and procedures.
  • Performs other duties as assigned.
  • Effective leadership and supervision of Emergency Management personnel and programs.
  • Maintaining operational readiness and mission capability of the EM program.
  • Accurate and timely completion of reports, training documentation, readiness metrics, and program requirements.
  • Effective coordination of multiple projects, exercises, inspections, and emergency response activities simultaneously.
  • Communicating effectively both orally and in writing with employees, leadership, government representatives, and external agencies.
  • Timely and cost-effective performance of duties.
  • Compliance with company Standard Operating Procedures, contract requirements, and personnel policies.
  • Adherence to all safety, environmental, and security requirements.
  • Promoting a culture of professionalism, accountability, and continuous improvement.
  • Ability to work effectively under pressure and during emergency situations.
