About The Position

The Emergency Management Coordinator is responsible for developing, maintaining, and evaluating the district’s Emergency Operations Plan (EOP) and campus/facility Crisis Response Plans. This role coordinates district-wide crisis response planning, training, and drills, ensuring compliance with relevant Texas Education Code (TEC) sections. The coordinator also conducts safety and security audits, oversees reunification efforts, prepares Event Action Plans, and manages the Emergency Operations Center (EOC) during emergencies. This position serves as a key liaison with external emergency services and collaborates with various agencies to enhance emergency response capabilities. Additionally, the coordinator is involved in hazard mitigation planning, resource management, and securing external funding for emergency management initiatives.

Requirements

  • Associate degree in emergency management, criminal justice, disaster management, planning or a related field required.
  • Five years of directly related job experience may be substituted for education requirement.
  • Three years of work experience in emergency management planning required.
  • Strong knowledge of Standard Response Protocol (SRP) procedures in accordance with iLoveUGuys Foundation
  • Knowledge of standard methods and procedures of operating emergency and disaster plans.
  • Knowledge of federal and state regulations governing emergency and disaster plans.
  • Knowledge of state requirements for school district emergency management and safety and security functions
  • Skilled in operating standard computer equipment, hardware and software
  • Ability to work effectively with staff, emergency services, and the public in a multicultural community.
  • Strong oral and written communication and public speaking skills
  • Ability to maintain confidentiality and integrity of information.
  • Ability to analyze data, create charts and graphs and write reports.

Nice To Haves

  • Experience in a public school system strongly preferred.
  • Incident Command System Certification (100-400, 700, and 800) strongly preferred.
  • Possess the ability to interpret NIMS, state and local emergency management documents preferred.

Responsibilities

  • Develops, maintains, and evaluates the district’s Emergency Operations Plan (EOP) and campus/facility Crisis Response Plans in compliance with TEC 37.108.
  • Coordinates district-wide crisis response planning efforts.
  • Coordinates and delivers emergency response, safety, and security training for district employees, including substitute teachers, in compliance with TEC Sec. 37.114.
  • Coordinates and evaluates mandatory drills and exercises for all campuses and non-instructional facilities in compliance with TEC Sec. 37.108 and TEC Sec. 37.114.
  • Conducts campus safety and security audits in accordance with Texas School Safety Center guidelines and TEC 37.108.
  • Coordinates with the Specialist to maintain accurate School Safety Liaison (SSL) rosters.
  • Oversees First Responder Campus Orientation visits and the creation and distribution of first responder maps for all district facilities.
  • Oversees compliance with the district’s weekly exterior door sweep requirements and TEA standards.
  • Oversees the District Reunification Task Force (DRTF), including member coordination and training materials.
  • Prepares Event Action Plans (EAPs) for large-scale district-hosted events utilizing appropriate FEMA ICS forms.
  • Coordinates Emergency Operations Center (EOC) activities during planned events, emergency response operations, and disaster recovery efforts.
  • Serves as the district emergency management liaison to the Harris County Emergency Operations Center (TranStar) alongside the Director of Emergency Management.
  • Coordinates with CFPD, district leadership, local emergency responders, regional school districts, and partner agencies to enhance emergency response capabilities and resource management through trainings, meetings, conferences, and collaborative planning efforts.
  • Participates in regional coalitions, committees, National Weather Service distribution emails, webinars, and other emergency management coordination activities related to severe weather and disaster preparedness.
  • Disseminates timely weather and emergency preparedness information to district staff.
  • Develops and coordinates the district’s local hazard mitigation plan and hazardous materials/train derailment response procedures for facilities within 1,000 yards of railways.
  • Partners with the Director of Emergency Management to develop and maintain inventories of disaster-related resources.
  • Oversees and analyzes campus after-action reports following actual emergency incidents and assists with corrective action planning.
  • Coordinates and manages the district’s emergency management internship program.
  • Prepares and manages contracts, grant applications, and external funding opportunities related to emergency management and school safety initiatives.
  • Participates in required reporting, presentations, and activities for the district’s School Safety and Security Committee in compliance with TEC Sec. 37.109.
  • Provides consultation and technical assistance to district leadership, partner school districts, emergency managers, first responders, parents, volunteer agencies, and community stakeholders involved in emergency management efforts.
  • Performs additional duties as assigned, including traffic flow studies, policy analysis, inventory management, website maintenance, and other responsibilities assigned by Police Command staff.
