About The Position

The Coordinator, Emergency Management will support municipal emergency management planning and operations including Emergency Social Services (ESS) activities, the maintenance of the Regional Emergency Coordination Centre (RECC), and ongoing maintenance of the Community Emergency Management Plans (CEMPs) and the Regional Emergency Management Plan (REMP). This may include coordinating After Action Reviews; coordinating ESS and Incident Management Team (IMT) training; coordinating the Vulnerable Persons Registry (VPR) and delivering emergency preparedness sessions to registrants. The incumbent will be employed in and provide support to the REEC during an activation; and may be assigned any role deemed appropriate by the Incident Commander (IC). The incumbent will be responsible for supporting the development of business cases, funding rationale, project management, plan approval, operational service agreements, and operational standards.

  • Ability to prioritize tasks and balance multiple projects to ensure deadlines are met.
  • Diploma in Disaster or Emergency Management, Business Administration, Psychology or Sociology is required.
  • Basic Emergency Management (BEM), Incident Command Systems (ICS) 100, 200, and 300 are required, but may be acquired within the first six months of employment.
  • RMWB ESS Volunteer courses are required but may be acquired within the first six months of employment.
  • Three (3) years' experience working in an Emergency Management environment is required.
  • A Criminal Record Check is required, with the ability to acquire and maintain an RCMP enhanced reliability security clearance.
  • A valid Class Five (5) Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Must be willing to work outdoors in all weather conditions.
  • In the case of major incidents, must be flexible to perform duties after regular hours and on weekends to meet the department needs.

Nice To Haves

  • Experience delivering training; and recruiting, retaining, and managing volunteers are considered assets.
  • Experience working in an Emergency Operations/Coordination Centre at any level, and participation in an Emergency Social Services volunteer capacity are considered assets.
  • Previous experience working in a public sector environment is considered preferred.

Responsibilities

  • During a major incident, performs supervisory tasks for assigned ESS team members. Works with team to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed and coordinated to ensure service levels. Mentors, coaches, and provides support to staff.
  • Manages the VPR application process and database maintenance. Participates In the continuous research, development, improvement, and implementation of effective departmental strategies, policies, procedures, tools, and guidelines based on municipal and industry best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input to department business plans and initiatives to ensure continuous achievement of department goals.
  • Coordinates the maintenance and readiness of the ESS Plan, CEMPs, REMP, and other sub- plans and provides support in the event of a disaster or large-scale emergency using the incident command system. Conducts After Action Reviews to identify plan deficiencies and to facilitate the training needs of individuals, municipal departments, and Emergency Management stakeholders. Prepares reports and delivers presentations. As assigned, coordinates, and assists with delivery of Emergency Management training, public education, and awareness programs. Reviews external Emergency Response Plans as assigned and supports Business Continuity planning.
