About The Position

This position is grant funded and its continuation is solely dependent on the availability of grant funds. The Eligibility Technician conducts eligibility interviews for all applicants of the Housing Programs, receives documentation, and maintains associated records. The role involves answering questions about the Community Development Housing Program, performing preliminary screening of inquiries to verify application completion and initial eligibility, and submitting eligible applications for funding. The technician will follow up on pending applications, notify applicants of their status, and secure additional documentation as needed. This role also assists in marketing efforts for the Department's Housing Programs, distributes preliminary inspection forms, manages delinquent accounts, and prepares monthly performance/status reports. Additionally, the position involves setting up and updating project files on internal and external accounting systems, processing contractor payments, preparing semi-annual statements, and requisitions for materials, supplies, and services. The technician will receive loan payments, issue receipts, maintain ledgers, and ensure payments are acknowledged and deposited. Driving a City vehicle for City business use may be required. The position requires the ability to function in a principle-based organization with a culture built on character and core values.

Requirements

  • High School Diploma or G.E.D.
  • At least four (4) years of experience in bookkeeping, public administration, accounting, social work, office administration, housing programs, or related field.
  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.
  • Required to comply with all City of Laredo's policies and procedures.

Responsibilities

  • Conducts eligibility interviews for all applicants of the Housing Programs.
  • Receives documentation and maintains associated records.
  • Answers questions concerning Community Development Housing Program in person and on the telephone.
  • Performs preliminary screening of all inquiries to verify completion of the application and initial eligibility and verifies content of all applications.
  • Submits eligible applications for funding; follows up on pending applications and notifies applicants of status; secures additional documentation from applicant as needed.
  • Assists in marketing efforts for the Department's Housing Programs.
  • Distributes preliminary inspection forms to Housing Rehab Inspectors.
  • Manages delinquent accounts.
  • Prepares monthly performance/status reports.
  • Sets up and updates project files on internal and external accounting systems.
  • Processes contractors payments.
  • Prepares semi-annual statements on all Housing accounts.
  • Prepares requisitions for the purpose of materials, supplies, and services as needed.
  • Receives loan payments in person and through mail; issues receipts; maintains ledgers of names, date, amount and receipt number; ensures payments are acknowledged and deposited.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.
