About The Position

The Department of Healthcare and Family Services, Bureau of Eligibility Systems is seeking to hire an Eligibility System Tester. The candidate will join a talented team of colleagues working to improve the lives of Illinoisans by assuring that HFS programs and systems provide health coverage to eligible Illinoisans consistent with state and federal requirements. As a senior tester the candidate will work collaboratively with individuals across the bureau as well as in other bureaus and other state agencies to design, test, and implement changes to the Integrated Eligibility System which is used by staff statewide to determine and maintain eligibility for public benefits such as the Medicaid program administered by HFS. The ideal candidate will have a high attention to detail and excellent communication skills that allows them to document findings thoroughly and accurately and to interpret and explain complex materials. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
  • Requires three (3) years progressively responsible professional experience in management operations analysis
  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Ability to travel in the performance of duties, with overnight stays as appropriate

Nice To Haves

  • Minimum of one (1) year of experience conducting user acceptance testing of system functionality, preferably within the Integrated Eligibility System (IES) in Illinois
  • Minimum of two (2) years of work experience with Medical Programs administered by a government agency such as Modified Adjusted Gross Income (MAGI), Assistance to the Aged, Blind, and Disabled (AABD), and All Kids within the Integrated Eligibility System (IES) or a similar public benefits eligibility system, preferably in Illinois as a Human Services Caseworker (HSC) or a Social Services Career Trainee (SSCT)
  • Minimum of two (2) years of experience reviewing and interpreting complex information and communicating it to a variety of audiences
  • Minimum of one (1) year of experience documenting processes, evaluating their effectiveness, and implementing changes as needed
  • Minimum of two (2) years of experience utilizing Microsoft Office software products, including but not limited to Microsoft Excel to analyze data

Responsibilities

  • Serves as an Eligibility System Tester by conducting independent complex duties in the research, monitoring and analysis for Integrated Eligibility System (IES), Application for Benefits Eligibility (ABE), Manage My Case (MMC) systems
  • Conducts comprehensive analytical research of IES, ABE and MMC activity and their impact across systems
  • Researches and analyzes the effectiveness of protocols, policy implementation and communication
  • Serves as liaison with other agencies/organization/intra-agency regarding the systems
  • Attends various meetings to identify priority areas for requirements and design, for testing, to discuss issues and successes of testing
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
